APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active Duty, be corrected to reflect his entitlement to the Air Force Overseas Ribbon-Short (AFOR—S) and foreign service in Turkey, from Jan – Nov 77.

APPLICANT CONTENDS THAT:
His record is incorrect. He served in Turkey and wants to be able to wear the AFOR—S on his uniform before he retires.
In support of his request, the applicant provides a copy of a statement in lieu of a missing AF Form 286, Human/Personnel Reliability Certificate.

STATEMENT OF FACTS:
The applicant’s military personnel records indicate he enlisted in the Regular Air Force on 12 Sep 74 and was progressively promoted to the grade of sergeant (E-4), effective and with a date of rank of 1 Jun 77.
On 20 Aug 78, the applicant was honorably discharged from the Air Force at the completion of his required active service and transferred to the Air Force Reserve. He was credited with 3 years, 11 months, and 9 days of total active service.
Information extracted from the Military Personnel Data System (MilPDS) indicates the applicant is currently serving as a member of the Air National Guard, and as a Reserve of the Air Force, in the grade of master sergeant (E-7), effective and with a date of rank of 12 Sep 09. He has been credited with over 31 years of satisfactory Federal service.
On 26 Apr 10, AFPC/DPAPP notified the applicant they were able to confirm his foreign service time in Turkey from 8 Jan 77 to 18 Nov 77, for 10 months and 11 days. They noted this amount of foreign service time is currently reflected on his DD Form 214.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial, indicating there is no evidence of an error or injustice. In accordance with DoD 1348.33M, AP4.1.2.732, the AFOR—S was authorized by the Chief of Staff of the Air Force on 12 Oct 80. Before 6 Jan 86, the AFOR—S was awarded to Air Force and Air Force Reserve members credited with completion of an overseas tour on or after 1 Sep 80. Air Force and Air Force Reserve members serving as of 6 Jan 86, or later, are entitled to reflect all Air Force overseas tours credited during their career. The applicant did not complete a short tour on or after 1 Sep 80 as he separated from active duty on 20 Aug 77, several years before the AFOR—S was authorized, rendering him ineligible for entitlement to the AFOR-S.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 27 Aug 10 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice warranting award of the AFOR—S. We note the comments by AFPC/DPSIDR indicating the applicant was ineligible for the ribbon because he separated several years before it was authorized in 1980. Nonetheless, after careful review of the evidence of record and the applicant’s complete submission, we are convinced he is entitled to the requested ribbon. In this respect, we note that while the AFOR—S was awarded to Air Force and Air Force Reserve members credited with completion of an overseas tour on or after 1 Sep 80, members serving as of 6 Jan 86 or later are entitled to reflect all qualifying Air Force overseas tours credited during their career, including those prior to 1 Sep 80. In light of the fact the applicant is currently serving as a member of the Air National Guard, and as a Reserve of the Air Force, and his foreign service in Turkey has been verified by the Air Force office of primary responsibility (OPR), we believe he is entitled to credit for the subject tour and award of the AFOR—S. Therefore, to preclude any further injustice to the applicant, we recommend his records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that he was awarded the Air Force Overseas Ribbon—Short (AFOR-S).
