APPLICANT REQUESTS THAT: 

 

He be awarded the Air Force Overseas Ribbon – Long Tour (AFOR-
LT), Air Force Overseas Ribbon – Short Tour (AFOR-ST), Air Force 
Basic Military Training Instructor Ribbon (AFBMTIR), Air Force 
Organizational Excellence Award (AFOEA), and the Combat 
Readiness Medal (CRM).

APPLICANT CONTENDS THAT: 

 

It was an oversight that he did not receive these awards while 
he was on active duty. 

 

The applicant’s complete submission, with attachments, is at 
Exhibit A.

STATEMENT OF FACTS: 

 

The applicant’s military personnel records indicate he enlisted 
in the Regular Air Force on 7 Sep 60. 

 

According to the applicant’s DD Form 214, Report of Separation 
from Active Duty, he served from 7 Sep 60 to 30 Sep 80 and was 
credited with 20 years and 24 days of total active service. 

 

According to the applicant’s DD Form 214, he was awarded the Air 
Force Good Conduct Medal w/1 OLC, Small Arms Expert Marksmanship 
Ribbon w/1 BOLC, Air Force Longevity Service Ribbon w/3 BOLC, 
National Defense Service Medal, Vietnam Service Medal w/3 Bronze 
Service Stars, Air Force Outstanding Unit Award w/3 BOLC, 
Republic of Vietnam Gallantry Cross w/Palm, Republic of Vietnam 
Campaign Medal, Air Force Commendation Medal, and Meritorious 
Service Medal. 

 

On 12 Oct 80, the AFOR-LT and AFOR-ST was authorized by the 
Chief of Staff. Before 6 Jan 86, the ribbons were awarded to 
Air Force and Air Force Reserve members credited with completion 
of an overseas tour on or after 1 Sep 80. Air Force and Air 
Force Reserve members serving as of 6 Jan 86 or later are 


entitled to reflect all Air Force overseas tours credited during 
their career. 

 

On 7 Dec 98, the Secretary of the Air Force (SAF) established 
the AFBMTIR. To be eligible, individuals will need to show 
proof of eligibility using the MTI School certificate and 
documents showing assignment to MTI duty such as EPRs or 
decorations. 

 

On 26 Aug 69, SAF authorized the AFOEA to recognize the 
achievements and accomplishments of USAF organizations or 
activities. It is awarded to unique, unnumbered organizations 
or activities that perform functions normally performed by 
numbered wings, groups, squadrons, etc. 

 

The CRM was authorized by SAF on 9 Mar 64 and amended on 
28 Aug 67. It is awarded to members of the USAF and AF Reserve, 
and to members of other services after 1 Aug 60, for sustained 
individual combat or mission readiness or preparedness for 
direct weapon-system employment. Service members must complete 
an aggregate 24 months of sustained professional performance as 
a member of USAF combat or mission-ready units subject to combat 
readiness reporting; or be individually certified as combat or 
mission ready and have maintained individual readiness the 
entire period according to a major headquarters; or subject to 
an individual positional evaluation program according to a 
higher headquarters standard.

primary responsibility (OPR) which is attached at Exhibit C.

AIR FORCE EVALUATION: 

 

AFPC/DPSID recommends denial of the AFOEA, indicating they were 
unable to verify the applicant served on active duty with a unit 
that received the award during the award inclusive period of 
13 Dec 90 to 1 Apr 92. While the applicant has presented 
documentation indicating that he was assigned to a unit that 
received the award during the period 13 Dec 90 through 1 Apr 92, 
the applicant retired from the Air Force on 30 Sep 80 and this 
award of the AFOEA, rendered upon him as a federal civilian 
employee is not appropriate for update to his DD Form 214. As 
for the applicant’s requests for the AFOR-LT, AFOR-ST, the fact 
the applicant retired prior to these awards being established 
renders him ineligible for these awards. As for his request for 
the CRM, a review of the applicant’s submission and his complete 
military record failed to reveal any documentation that would 
indicate he should have been eligible for award of the CRM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

A copy of the Air Force evaluation was forwarded to the 
applicant on 17 Feb 13 for review and comment within 30 days. 
As of this date, no response has been received by this office 
(Exhibit D).

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by 
existing law or regulations. 

 

2. The application was not timely filed; however it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice. We took 
notice of the applicant’s complete submission in judging the 
merits of the case; however, we agree with the opinion and 
recommendation of the Air Force office of primary responsibility 
(OPR) and adopt its rationale as the basis for our conclusion 
the applicant has not been the victim of an error or injustice. 
Therefore, in the absence of evidence to the contrary, we find 
no basis to recommend granting the relief sought in this 
application.

THE BOARD DETERMINES THAT: 

 

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
