APPLICANT REQUESTS THAT:
His DD Form 214, Report of Separation from Active Duty, be corrected to
reflect Vietnam Combat Service credit for the period of Jan 73 to May 74.

APPLICANT CONTENDS THAT:
His claim is not to obtain disability. He was never assigned in or set
foot on Vietnamese soil and is not requesting “boots on the ground” credit
for service; however, he does request combat service credit.
He was awarded the Air Medal with One Oak Leaf Cluster (AM w/1OLC) for
performing duties as Voice Intercept Operator for Tactical Air
Communications while stationed at Kadena AB, Okinawa, Japan. His
individual flight record indicates a total of 609.1 unrated combat flight
hours and 280.5 unrated combat support hours aboard classified Top Secret
missions. His medical recommendations for Flying Duty states “Rating Desg
or Flying Duty” as “CLASSIFIED.”
In support of his request, the applicant submits copies of his individual
flight record, his leave and earnings statement (LES), his DD Form 214,
Special Order GA-74 and a letter.

STATEMENT OF FACTS:
The following information was extracted from documentation submitted by the
applicant. He was honorably discharged and released from active duty on 1
Oct 72. He served 3 years, 6 months and 20 days on active duty.
The remaining relevant facts pertaining to this application are contained
in the letter prepared by the appropriate office of the Air Force at
Exhibit B.

AIR FORCE EVALUATION:
HQ AFPC/DPAPP recommends denial. DPAPP states the documentation submitted
by the applicant fails to substantiate foreign service time in the airspace
over Vietnam. The additional documentation submitted by the applicant does
not substantiate his flight over Vietnam.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant has submitted all of the documentation he has to support his
claim of flight over Vietnam. His duties were classified as top secret and
as such no “official” records oR public documents would reflect service in
the airspace over Vietnam. His LES show tax fee status and combat pay
which were available only to service members who were in the combat zone.
In addition, authorization to wear the “Combat Crew Member Badge” was not
granted for those who did not participate in aerial flight over a combat
zone. His AM w/1OLC was awarded for “Meritorious Service” on “COMBAT
APPLE” flights while assigned to the USAF Security Services for missions
classified as top secret, during the periods of 1973 and 1974.
The COMBAT APPLE flight routes were well within the Vietnamese Area Defense
Identification Zone (ADIZ). He suggests contacting the Air Force Historian
Office to validate his squadron’s classified and unclassified Vietnam War
mission and the COMBAT APPLE flight routes.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. The Air Force Historian’s office has
corroborated the applicant’s claim. Additionally, since there is no place
on the DD Form 214 to indicate Vietnam service, we believe relief for the
applicant could best be provided by awarding him the Vietnam Service Medal.
Therefore, we recommend his records be corrected to the extent indicated
below

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that Block 26 of his DD Form 214, Report
of Separation from Active Duty, reflect the award of the Vietnam Service
Medal, for the period of 8 Jan 73 to 28 May 74.
