APPLICANT REQUESTS THAT:
His records be corrected to reflect he was awarded the Vietnam Service
Ribbon; however, since no such ribbon exists, it appears he is actually
requesting award of the Vietnam Service Medal (VSM).

APPLICANT CONTENDS THAT:
He is eligible for the VSM because he flew over 25 combat missions from
Kadena AB, Okinawa, to Cam Ranh AB, South Vietnam.

STATEMENT OF FACTS:
The relevant facts pertaining to this application are contained in the
letter prepared by the appropriate offices of the Air Force. Accordingly,
there is no need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial. DPAPP states that neither the evidence of
record nor the applicant’s military personnel record (MPR) substantiates
that he served in Vietnam.
A complete copy of the AFPC/DPAPP evaluation is at Exhibit C.
AFPC/DPSIDR recommends denial. DPSIDR states that after a review of the
applicant’s MPR they were unable to determine if he entered the area of
eligibility for award of the VSM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
He flew classified missions from Kadena AB, Japan, into Vietnam from Jan 69
until he returned to the United States in Jun 70. He was awarded the Air
Medal for his actions. In Dec 70, he was sent on temporary duty to Ton Son
Nhut and Cam Ranh Bay, where he participated in RC-130 aerial flights
lasting eight hours.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest
of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the
applicant’s submission and the available evidence of record, we are not
persuaded that he should be granted the requested relief. We acknowledge
the applicant served in Southeast Asia in the years 1967 to 1969, however;
no evidence has been provided that verifies he served in the eligible
airspace in direct support of military operations in Vietnam. Therefore,
we cannot establish, with reasonable certainty, that he meets the criteria
set forth for award of the VSM. Should the applicant provide sufficient
evidence in the form of eyewitness statements, travel vouchers, or letters
of evaluation to substantiate his eligibility for award of the VSM, we
would be willing to reconsider his request. Therefore, in the absence of
evidence to the contrary, we find no basis to recommend granting the relief
sought in this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
