APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active Duty, be
corrected as follows:
1) Add Foreign Service credit for his participation in military
operations during the Persian Gulf War while stationed in the Republic of
Turkey from Mar 87 – Mar 91.
2) Add the Southwest Asia Service Medal (SWASM) and the Meritorious
Service Medal (MSM).
3) Add Training:
a) NCO Prep School, NCO Leadership School, NCO Academy course,
and Social Actions Tech Drug and Alcohol Abuse Control course.
b) Military Working Dog (MWD) Patrol Dog Handler School, MWD
Narcotics Detection Dog School, MWD Supervisor School, and Air Base Ground
Defense Course.

APPLICANT CONTENDS THAT:
He participated honorably in Operation DESERT STORM and attended all the
courses identified above. He is now employed by the Department of Veterans
Affairs and requires an accurate account of his military service to receive
all of his rights and privileges.
In support of the application, the applicant submits copies of his Air
Force Commendation Medal (AFCM) citation and his DD Form 214.

STATEMENT OF FACTS:
On 31 Aug 01, the applicant was honorably separated from service for
retirement in the grade of master sergeant. He had served 20 years and 7
days on active duty.
The Air Force offices of primary responsibility were able to confirm the
applicant’s entitlement to additional Foreign Service Credit, the SWASM,
and his attendance at NCO Prep School, NCO Leadership School, NCO Academy
Course, and Social Actions Tech Drug and Alcohol Abuse Control Course. A
DD Form 215, Correction to DD Form 214, Certificate of Release or Discharge
from active Duty, has been issued.

AIR FORCE EVALUATION:
HQ AFPC/DPSIT recommends denial of the applicant’s request for credit of
his attendance at MWD Patrol Dog Handler School, MWD Narcotics Detection
Dog School, MWD Supervisor School, and Air Base Ground Defense Course.
DPSIT requested the applicant provide additional documentation or evidence
to show completion of the courses. To date, he has not submitted this
information.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 9 Oct
09, for review and comment within 30 days. As of this date, this office
has received no response (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the available
evidence and the applicant’s complete submission, we are not persuaded that
he should be credited for the MWD Patrol Dog Handler School, MWD Narcotics
Detection Dog School, MWD Supervisor School, and Air Base Ground Defense
Course. Other than his own assertions, the applicant has provided no
documentary evidence that would establish his entitlement to credit for the
aforementioned. Therefore, we agree with the opinion and recommendation of
the Air Force office of primary responsibility and adopt its rationale as
the basis for our determination that relief beyond that already granted
administratively is either not available or not warranted.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

The applicant's DD Form 214 shows he was awarded the Vietnam Service Medal but does not include award of the medals the applicant is requesting. Holding an infantry MOS, being assigned to a qualifying unit, going on patrols, and receiving campaign credit alone are not sufficient to support award of the Combat Infantryman Badge. The applicant was awarded the Good Conduct Medal, on 9 December 1970, qualified as an expert with the machinegun, and served in Vietnam during three campaign periods.

CONSIDERATION OF EVIDENCE: 1. The certificates and citations provided by the applicant show that his awards were for meritorious service and there is no evidence in his records to show his encounters with the enemy. Although it is likely that he did encounter the enemy given he was a scout dog handler, not every infantryman in Vietnam had encounters with the enemy or were awarded the CIB simply for being an infantryman and being in country.
