THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the Military Working Dog Handler Certification Course.  

2.  The applicant states his DD Form 214 does not show the Military Working Dog Handler Certification of Training.  

3.  The applicant provides his DD Form 214 and a certificate of training.

CONSIDERATION OF EVIDENCE:

1.  The applicant's records show he enlisted in the Regular Army on 10 March 2005 and he held military occupational specialty 31B (Military Police). 

2.  He was honorably released from active duty on 5 June 2012.  Item 14 (Military Education) of his DD Form 214 shows the entries:

* Military Police School, 16 weeks, 2005
* Combat Lifesaver I, 1 week, 2009
* Small Arms Instructor, 1 week, 2009
* Warrior Leader Course, 4 weeks, 2009



3.  He provides  a certificate of training, dated 12 March 2009, that shows he completed 440 hours of the Military Working Dog Handler Course conducted by the U.S. Air Force Technical Training School, Lackland Air Force Base, TX. 

4.  According to the official Joint Base San Antonio website, the 341st Training Squadron, 37th Training Group, Lackland Air Force Base, TX, oversees and conducts the Military Working Dog Handler Course for all branches of the military.  The 120-day program teaches the dogs basic obedience as well as more advanced skills such as how to attack or how to sniff for specific substances.  Once the dogs receive their initial training, members of the 38th Security Forces teach the dogs and their trainers to work as a team.  

5.  Per a phone call on 18 December 2013 with the analyst of record, officials at the 341st Training Squadron confirmed the applicant attended the Military Working Dog Handler Course during the period 15 December 2008 through 12 March 2009, 12 weeks. 

6.  Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214.  The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty and will be prepared for all personnel at the time of retirement, discharge, or release from active duty.  Item 14 shows formal in-service training courses, in weeks, completed during the period covered by the DD Form 214; combat skills are not listed.

DISCUSSION AND CONCLUSIONS:

The applicant attended and successfully completed the 12-week Military Working Dog Handler Course from 15 December 2008 through 12 March 2009.  His 
DD Form 214 should be corrected to list this training.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to item 14 of his DD Form 214 the Military Working Dog Handler Course, 12 weeks, 2009.
