APPLICANT REQUESTS THAT:

His Narrative Reason for Separation, on his  DD  Form  214,  Certificate  of
Release  or  Discharge  from  Active  Duty,  of  “Personality  Disorder”  be
changed.

APPLICANT CONTENDS THAT:

His recent psychiatric evaluation performed on September 5, 2008, was  rated
“None” for Axis I through Axis V.

STATEMENT OF FACTS:

Applicant’s discharge case file is not available for review.  The  following
information was extracted from his remaining military personnel record.

He was discharged  from  the  Air  Force  Reserve  on  15  Sep  04  with  an
uncharacterized, entry level separation for personality  Disorder.   He  had
served 22 days on active duty.

AIR FORCE EVALUATION:

HQ AFRC/A1K recommends denial.  A1K states the  applicant  did  not  provide
documentation  to  substantiate  an  error  occurred  during  his  discharge
proceedings.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 11  Jun
09 for review and comment within 30 days.  As of this date, this office  has
received no response (Exhibit D).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was not timely filed; however, it is in the interest  of
justice to excuse the failure to timely file.

3.  Sufficient relevant evidence  has  been  presented  to  demonstrate  the
existence of error or injustice to warrant  some  corrective  action.   Even
though no evidence has been provided to show the applicant’s separation  was
improper or not in compliance with the appropriate regulations and since  he
was never diagnosed with a “personality disorder,” we believe the  narrative
reason for discharge should be changed  to  “adjustment  disorder”  to  more
accurately  identify   the   circumstances   surrounding   his   separation.
Therefore, we recommend the applicant’s record  be  corrected  only  to  the
extent indicated below.

4.  The applicant's case is adequately documented and it has not been  shown
that a personal appearance with or without counsel will  materially  add  to
our understanding of the issues involved.   Therefore,  the  request  for  a
hearing is not favorably considered.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT be corrected to show that he  was  discharged  on  17  November
2007, with a  narrative  reason  for  separation  of  “Adjustment  Disorder”
rather than “Personality Disorder,” and a separation code  of  “JFY”  rather
than “GFX.”
