APPLICANT REQUESTS THAT:
His records be corrected to reflect award of the Kosovo Campaign Medal
(KCM), the Global War on Terrorism Service Medal (GWOT-S) and the NATO
Medal-Kosovo (NMK).

APPLICANT CONTENDS THAT:
He should receive these awards because he served on active duty during
the Kosovo campaign period.
In support of his appeal, applicant submitted a copy of his DD Form
214, Certificate of Release or Discharge from Active Duty and several
Fact Sheets.
Applicant's complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
On 21 Feb 84, the applicant contracted his initial enlistment in the
Regular Air Force. He was progressively promoted to the grade of
master sergeant having assumed the grade effective and with a date of
rank of 1 Feb 02. He was honorably retired on 1 Apr 04.
On 19 Aug 08, AFPC/DPSIDR notified the applicant that his eligibility
for the GWOT-S Medal had been verified and his records will be updated
to reflect the award.

AIR FORCE EVALUATION:
HQ AFPC/DPSIDR recommends denial of the applicant’s request for award
of the KCM and NMK. DPSIDR states the KCM and NMK were not authorized
for participation in Operation Deny Flight. The award period of the
KCM are Kosovo Air Campaign (24 Mar 99 – 10 Jun 99), the Kosovo
Defense Campaign (11 Jun 99 – date to be determined). The NMK
inclusive award period is from 13 Oct 98 – date to be determined.
There was no official documentation located in the applicant’s
military records to verify that he was assigned or TDY in direct
support of one of the Kosovo campaigns to be eligible for the KCM or
NMK medals. Without any official documentation to support his
request, his entitlement to the campaign medals cannot be verified.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant 5
Sep 08, for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice warranting award of the KCM
or NMK. We took notice of the applicant's complete submission in
judging the merits of the case; however, we agree with the opinion and
the recommendation of the Air Force office of primary responsibility
and adopt its rationale as the basis for our conclusion that the
applicant has not been the victim of an error or an injustice.
Therefore, other than that which has been corrected administratively,
we find no compelling basis to recommend granting the additional
relief sought.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
