APPLICANT REQUESTS THAT:
The narrative reason for discharge on his DD Form 214 be changed to reflect
"to go to school" vs. miscellaneous/general reasons.

APPLICANT CONTENDS THAT:
He left the Air Force to attend the Army's Officer Candidate School (OCS).
He got hurt at OCS and received an administrative discharge from the Army.
The Air Force DD Form 214 is stopping him from getting assigned wages. He
needs the narrative reason for separation to state "to go to school" in
order to receive benefits from the Security Commission.
In support of his request, the applicant provided a copy of his promotion
order dated 19 November 2007, a separation memorandum dated 5 February
2008, a DA Form 4187, Personnel Action, and a DA Form 4856, Developmental
Counseling Form.

STATEMENT OF FACTS:
The applicant's DD Form 214 reflects he served on active duty in the
Regular Air Force for 1 year, 1 month and 19 days. He received an
honorable discharge on 30 October 2007; under the provisions of the FY07
Force Shaping, Blue-to-Green Program.

AIR FORCE EVALUATION:
AFPC/DPSOS has reviewed the applicant's request and recommends denial.
DPSOS states that the applicant was separated from the Air Force on 30
October 2007 under the provision of AFI 36-3208, Administrative Separation
of Airmen, for miscellaneous reasons and the Military Personnel Flight
Memorandum 07-59; Air Force, Force Shaping, dated 22 August 2007.
Based on the applicant's request for separation, he was given the
appropriate narrative reason under the FY07 Blue to Green Program; which
was consistent with the procedural and substantive requirements of the
discharge instructions.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation, with attachments, was forwarded to the
applicant on 25 July 2008 for review and comment within 30 days. As of
this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, it appears
the narrative reason the applicant is requesting be added to his DD Form
214 is not the appropriate narrative reason according to established
guidance for those discharged under the FY07 Force Shaping, Blue-to-Green
Program. Therefore, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt its rationale as the
basis for our conclusion that the applicant has not been the victim of an
error or injustice. In the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
