APPLICANT REQUESTS THAT:
His records be reviewed to determine if he is eligible for award of
the Air Force Occupational Badges for Maintenance and Communication.

APPLICANT CONTENDS THAT:
Applicant makes no contentions.
In support of his request, the applicant provided copies of documents
extracted from his military personnel records.

STATEMENT OF FACTS:
On 16 Mar 66, the applicant contracted his initial enlistment in the
Regular Air Force. He was progressively promoted to the grade of
staff sergeant having assumed the grade effective and with a date of
rank of 1 Mar 69. He was honorably discharged on 15 Jan 70 and was
transferred to the Air Force Reserves on 16 Jan 71. He was honorably
discharged on 15 Mar 72.

AIR FORCE EVALUATION:
AFPC/DPSI recommends the applicant's request for the Maintenance Badge
be granted and the request for the Communications Badge be denied.
His records do not support award of the Communications Badge.
Enlisted members wear the badge after completing technical school, the
senior badge can be worn after award of the 7-skill level and the
master badge as a master sergeant or above.
The Communication Badge is awarded upon successful completion of the
Telephone Equipment Install Repair Course.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant 4
Apr 08, for review and response within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
to the existence of an error or an injustice with respect to the
applicant’s request for award of the Communication Badge. The Air
Force office of primary responsibility has advised us the applicant’s
records will be administratively corrected to add the Maintenance
Badge to his records. We took notice of the applicant's complete
submission in judging the merits of his request for award of the
Communications Badge and we agree with the Air Force office of primary
responsibility that no evidence was presented showing eligibility for
that award. Therefore, in the absence of evidence to the contrary, we
find no compelling basis to recommend granting the relief sought in
this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
