APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States, Report of Transfer or
Discharge, be corrected to show his dates of Foreign Service.

APPLICANT CONTENDS THAT:
His foreign service is linked to his combat pay.
He has service connected medical conditions.
In support of his request, the applicant provided a copy of his DD Form
214.

STATEMENT OF FACTS:
The applicant entered the Regular Air Force on 12 Feb 64 and served for a
period of 3 years, 11 months, and 28 days. He was honorably discharged on
9 Feb 68.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial based on the uncertainty of the amount of
overseas service and the lack of official documentation.
A thorough review of the applicant’s master personnel records provided no
documents that reflected a specific location or period of time where the
applicant performed any overseas service. An Airman Performance Report
(APR) for the period 12 Feb 66 to 11 Feb 67, contains the statement,
“while flying on missions in South East Asia.”
DPAPP states they requested additional information from the applicant on 8
Jan 08. Two individuals provided letters indicating they were assigned with
the applicant and made numerous trips to Vietnam. DPAPP states they
contacted the two individuals and requested additional information. One of
the individuals provided additional information stating the applicant flew
in and out of Vietnam in 1966 with landings at Cam Rhan Bay and Tan Son
Nhut Air Bases and that most of their temporary duties were seven to ten
days in duration.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 11 Apr
08 for review and comment within 30 days (Exhibit C). As of this date,
this office has not received a response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant’s
complete submission and the corroborating witness statements in judging the
merits of the case and believe the interest of justice would best be served
by resolving any doubt regarding this issue on behalf of the applicant.
Therefore, we recommend his records be corrected to the extent indicated
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that his DD Form 214, Armed Forces of
the United States, Report of Transfer or Discharge, Block 22c, reflect
sixty (60) days of Foreign Service, and Block 24, reflect award of the
Vietnam Service Medal.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed:
The pertinent military records of the Department of the Air Force
relating to XXXXX, be corrected to show that his DD Form 214, Armed Forces
of the United States, Report of Transfer or Discharge, Block 22c, reflect
sixty (60) days of Foreign Service, and Block 24, reflect award of the
