APPLICANT REQUESTS THAT:
He be given credit for being on the ground at DaNang Air Base (AB),
Vietnam, in 1967.

APPLICANT CONTENDS THAT:
He was assigned to DaNang AB, Vietnam in November 1967 and upon his arrival
he was immediately told his assignment was being changed to Korea. His
stay in DaNang was only for a few days; however, he needs to prove to the
Veterans Administration that he was on the ground in Vietnam.
In support of his application, he provides a personal statement, and copies
of a letter from the National Personnel Records Center; a uniformed
military personnel record; DD Form 214, Armed Forces of the United States
Report of Transfer or Discharge; and his shot record. The applicant’s
complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 9 January 1951 at the
age of 19 for a period of four years in the grade of private. He was
progressively promoted to the grade of chief master sergeant (E-9) with a
date of rank of 1 August 1968. The applicant’s military personnel records
indicate he served foreign service in England and Korea. He remained on
active duty until he voluntarily requested retirement effective 1 April
1971. The applicant was released from active duty effective 31 March 1971
with an honorable characterization of service and retired effective 1 April
1971. He served 20 years and 23 days on active duty of which 1 year and 24
days were foreign service.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends the applicant’s request be denied. DPAPP states
there are no permanent change of station (PCS) orders or change to orders
in the applicant’s military personnel records that show he was assigned to
DaNang AB, Vietnam. DPAPP wrote to the officer who served as the base
commander during the applicant’s assignment in Korea; however, they were
unsuccessful on receiving a confirmation of the applicant’s assignment
being changed from Vietnam to Korea.
DPAPP states since there are no documents to support the applicant’s claim
that he was assigned to DaNang AB, Vietnam, they recommend his request be
denied.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant responds that he has never lied concerning his military
career. He would be willing to submit to a polygraph test to prove that
his claim of serving in Vietnam is correct and true. In addition, he
submits a statement from his oldest daughter testifying to his assignment
in Vietnam.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. We note the applicant’s contention
that he should be given credit for being on the ground in Vietnam; however,
he has not provided any evidence to support this contention. There are no
PCS orders or any change to orders in the applicant’s records to indicate
he was assigned to Vietnam. Therefore, we agree with the opinion and
recommendation of the Air Force office of primary responsibility and adopt
their rationale as the basis for our conclusion that the applicant has not
been the victim of an error or injustice. Accordingly, the applicant’s
request is not favorably considered.
4. The applicant's case is adequately documented and it has not been shown
that a personal appearance with or without counsel will materially add to
our understanding of the issues involved. Therefore, the request for a
hearing is not favorably considered.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
