APPLICANT REQUESTS THAT:
He be awarded the Good Conduct (GCM) and Sharp Shooter Medals.

APPLICANT CONTENDS THAT:
He served honorably from 5 Jul 46 to 7 Jun 49. At the time of his
discharge he was asked if he would consider an early discharge in lieu of
his accrued leave. He accepted, not realizing this would render him not
eligible to receive the GCM. He would like his active duty service for
the period 23 Apr 51 to 5 Dec 52 be added to his previous enlistment (5 Jul
46 – 7 Jun 49) so he may be entitled to the GCM.
In support of his request, applicant provides a copy of his WD AGO Form 53,
Enlisted Record and Report of Separation and his DD Form 214, Report of
Separation. The applicant’s complete submission, with attachments, is at
Exhibit A.

STATEMENT OF FACTS:
The applicant’s discharge document for the period 5 Jul 46 to 7 Jun 49
reflects no awards and he was credited with 2 years, 11 months and 3 days
of continental service. The discharge document for the period 23 Apr 51 to
5 Dec 52 reflects he was awarded the Korean Service Medal and the United
Nations Service Medal.
On 19 Nov 07, the Recognition, Programs Division was able to verify the
applicant’s entitlement to the Carbine Sharp Shooter and Pistol badges.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial. DPSIDR advises that they were unable to
verify the applicant completed the required three years
of active duty service to be eligible for award of the GCM. The DPSIDR
complete evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 30 Nov
07 for review and comment within 30 days. As of this date, this office has
received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice warranting award of the AFGCM. After
thoroughly reviewing the criteria for the award of the AFGCM, our
interpretation of the regulation leads us to believe the applicant’s period
of service meets the requirements for award of the AFGCM. Therefore, we
recommend that his records be corrected to reflect award of the AFGCM. In
regard to the applicant’s request that he be awarded the Sharp Shooter
Medals, we note that on 19 Nov 07, the Air Force Personnel Center was able
to verify his entitlement for these awards and has administratively
corrected his record. Therefore, we recommend his records be corrected to
the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that on 5 December 1952, he was awarded
the Air Force Good Conduct Medal.
