APPLICANT REQUESTS THAT:

He receive Special Selection Board (SSB) consideration  for  promotion
to the grade of lieutenant colonel by the Calendar Year  2006  (CY06A)
Lieutenant Colonel Central Selection Board (CSB) with the inclusion of
his Air  Force  Achievement  Medal  (AFAM)  citation  in  his  Officer
Selection Record (OSR).

APPLICANT CONTENDS THAT:

The Board did not have an opportunity to consider his complete  record
due to the omission of his  AFAM  citation.   He  believes  that  this
omission gave the appearance to the board that he  was  not  concerned
with his record and may have significantly prejudiced his chances  for
promotion.

In  support  of  his  request,  the  applicant  provided  a   personal
statement, e-mail communiqué and a copy of his AFAM citation.

STATEMENT OF FACTS:

The applicant is currently serving on active  duty  in  the  grade  of
major.

The applicant was considered but not selected  for  promotion  to  the
grade of lieutenant colonel by the CY06C lieutenant colonel CSB.

AIR FORCE EVALUATION:

AFPC/DPSOO recommends the requested relief be  denied.   DPSOO  states
the  applicant  states  that  prior  to  the  CY06A  CSB  he  received
notification from the Awards and Decorations office requesting  copies
of three missing  citations.   He  immediately  provided  the  missing
citations and at  that  point  considered  his  record  complete.   He
further states he did not receive any notification that his record was
incomplete prior to the CY06C CSB.  In order to ensure his record  was
accurate before the CY06C CSB he requested and received a copy of  his
OSR.  He contends that since his OSB reflected all his decorations  he
assumed the AFAM citation was  also  in  his  record.   DPSOO  further
states the applicant indeed took the steps to obtain  a  copy  of  his
OSR, but did not follow through in properly reviewing it prior to  the
convening of the CY06C board.

It is the officer’s responsibility to ensure the accuracy of  his  OSB
and OSR  prior  to  each  promotion  board,  not  after  he  has  been
nonselected for promotion.  Central boards  evaluate  the  entire  OSR
(including the  promotion  recommendation  form,  officer  performance
reports, officer effectiveness reports, training reports,  letters  of
evaluation, decorations, and OSB), assessing whole person factors such
as job performance,  professional  qualities,  depth  and  breadth  of
experience,  leadership,  and  academic  and   professional   military
education.  DPSOO is not convinced that the missing AFAM citation  and
the incorrect decoration year on his OSB caused his  nonselection  for
promotion.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

The applicant reviewed the Air Force evaluation and  believes  he  did
exercise due diligence and also took corrective action to  ensure  his
records were accurate prior to the CY06A promotion board.  However, he
takes responsibility for not ensuring his AFAM  citation  was  in  his
records prior to the CY06C promotion board.  He realizes that the AFAM
citation would probably not have gotten him promoted.   However,  this
is not the basis for his appeal.  His concern is that the  members  of
the promotion board may have been negatively biased by the  MFR  which
may have led to the perception that he  did  not  make  an  effort  to
ensure his  records  were  whole  and  complete  prior  to  the  board
convening.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the existence of an error or an injustice.  After thoroughly reviewing
the evidence of record, we are not persuaded that SSB consideration is
warranted in this case.  We took  note  of  the  applicant's  complete
submission in judging the merits of this case; however, we do not find
applicant's assertions, in and by themselves, sufficiently  persuasive
to override the rationale provided by the Air  Force.   Therefore,  we
agree with the recommendation of  the  Air  Force  office  of  primary
responsibility and adopt the rationale expressed as the basis for  our
conclusion that the applicant has failed  to  sustain  his  burden  of
proof of either an error or an injustice.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
