APPLICANT REQUESTS THAT:
He be awarded the Presidential Unit Citation (PUC) and the Air Force
Outstanding Unit Award with Valor (AFOUA w/V).

APPLICANT CONTENDS THAT:
He should be awarded the requested awards for his service in Don Maung
Royal Thai Air Base, Thailand. He was informed that his group received the
requested awards.
In support of his request, the applicant provided a personal statement and
a copy of his DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge.

STATEMENT OF FACTS:
Available records indicate applicant entered active duty on 23 March 1966
for a period of four years. He served as an Invoice Management Specialist.
On 13 January 1970, he was honorably released. He served 3 years,
9 months, and 21 days on active duty.

AIR FORCE EVALUATION:
DPSIDR recommends denial. DPSIDR states no official documentation was
located in the applicant’s military records to verify his entitlement to
the PUC and AFOUA w/V. Applicant states he served in Thailand from March
1969 through January 1970, and states he was assigned to the 631st Combat
Support Group (631st CSG), 95th Communications Squadron (95th CS). In
accordance with the AFP-900-2, DPSIDR was unable to verify that the 631st
CSG or 95th CS received the PUC and AFOUC w/V during the period he was
assigned.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 9 November 2007, the evaluation was forwarded to the applicant for
review and comment within 30 days (Exhibit D). As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest
of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. The applicant’s contentions are duly
noted; however, after thoroughly reviewing his submission and the evidence
of record, there is no indication in his military personnel record that he
is entitled to the PUC and the AFOUA w/V. Therefore, we agree with the
opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not been the victim of an error or injustice. In the
absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not demonstrate the
existence of an error or injustice; the application was denied without a
personal appearance; and the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered with this
application.
