APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of Transfer or
Discharge, be updated to reflect award of the Presidential Unit Citation
(PUC) with 1 Oak Leaf Cluster (1OLC) and the Air Force Outstanding Unit
Award (AFOUA) with 1 Oak Leaf Clusters (1OLC).

APPLICANT CONTENDS THAT:
He was awarded both awards while assigned to the 86th Combat Support
Squadron, Zweibrucken, Germany, in 1971. However, the awards are not
reflected on his DD Form 214.
In support of his request, the applicant provided a personal statement and
documentation extracted from his military personnel records.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 2 February 1968 and was
honorably released from active duty on 26 January 1972. He served 3 years,
11 months and 25 days on active duty.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial. DPSIDR states the PUC is conferred on units
of the armed forces of the United States and of cobelligerent nations, for
extraordinary heroism in action against an armed enemy on or after 7
December 1941. The unit must display such gallantry, determination, and
esprit de corps in accomplishing its mission as to set it apart from and
above other units participating in the same campaign.
The AFOUA is awarded by the Secretary of the Air Force to numbered units
that have distinguished themselves by exceptionally meritorious service or
outstanding achievement that clearly sets the unit above and apart from
similar units.
DPSIDR was unable to verify the 86th Support Squadron or the 86th Combat
Squadron Group received the PUC or AFOUA while applicant was assigned.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 1 February 2008, the evaluation was forwarded to the applicant for
review and comment within 30 days (Exhibit D). As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest
of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. The applicant’s contentions are duly
noted; however, after thoroughly reviewing his submission and the evidence
of record, there is no indication in his military personnel record that he
is entitled to the PUC w/1OLC and the AFOUA w/1OLC. Therefore, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not been the victim of an error or injustice. In the
absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not demonstrate the
existence of an error or injustice; the application was denied without a
personal appearance; and the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered with this
application.
