APPLICANT REQUESTS THAT:

He be awarded the Air Force Longevity Service Award (AFLSA).

APPLICANT CONTENDS THAT:

Mountain Home AFB was being converted from a  Strategic  Air  Command  (SAC)
base to a Tactical Air Command (TAC) base and his training  was  in  SAC  on
bombers.  The Air Force did not want to transfer him  to  another  SAC  base
due to the short time he had left in the service.  He was let go just  short
of his four complete years of active service due to Air  Force  convenience.
When he received his medals for his active service  time  in  2006,  he  was
denied the AFLSA.  He further states that he served seven years of  inactive
time in the Reserves during the Vietnam War and he believes he  is  entitled
to the AFLSA.

In support of his request, the applicant provided a  copy  of  his  DD  Form
214, Armed Forces of the United States Report of Transfer or Discharge.

STATEMENT OF FACTS:

Applicant entered active duty on 2  February  1961  for  a  period  of  four
years.  He served as an Aircraft Electrician.   He  was  honorably  released
from active duty on 9 November 1964 for Convenience of the  Government.   He
served 3 years, 9 months, and 8 days on active duty.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR states the Department of the Air  Force
General Order 60, dated November  25,  1957  authorized  the  AFLSA  to  all
service members of the U.S. Air Force who complete four years  of  honorable
active or reserve military service with any  branch  of  the  United  States
Armed Forces.  The applicant requested an early release  from  his  military
service obligation to attend college.  The applicant’s request  was  honored
therefore making his service obligation below the accepted requirements  for
the AFLSA.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 30 November 2007, the evaluation  was  forwarded  to  the  applicant  for
review and comment within 30 days  (Exhibit  D).   As  of  this  date,  this
office has received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was not timely filed; however, it is in  the  interest
of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to  demonstrate  the
existence of an error or injustice.  The applicant’s  contentions  are  duly
noted; however, after thoroughly reviewing the  applicant’s  submission  and
the evidence of record there is no indication in  the  applicant’s  military
personnel record that he met the  service  requirements  for  award  of  the
AFLSA.  Therefore, we agree with the opinion and recommendation of  the  Air
Force office of primary responsibility and adopt its rationale as the  basis
for our conclusion that the applicant has not been the victim  of  an  error
or injustice.  In the absence of  evidence  to  the  contrary,  we  find  no
compelling basis to recommend granting the relief sought.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented  did  not  demonstrate  the
existence of an error or injustice; the application  was  denied  without  a
personal appearance; and the application will only be reconsidered upon  the
submission of newly discovered relevant evidence not  considered  with  this
application.
