APPLICANT REQUESTS THAT:
His Selective Reenlistment Bonus (SRB) for his current Air Force Specialty
Code (AFSC) be corrected.

APPLICANT CONTENDS THAT:
Current Military Personnel Flight records indicate that his SRB is Zone C
with a multiple 1.0. His AF Form 1411, Extension or Cancellation of
Extensions of Enlistment in the Regular Air Force/Air Force Reserve,
specifies his correct SRB skills authorization as Zone C, Multiple 2.5. As
of 30 Aug 07, he has received no SRB payments under the terms of this
enlistment extension.
In support of his request, applicant provides a personal statement and a
copy of his AF Form 1411. His complete submission, with attachments, is at
Exhibit A.

STATEMENT OF FACTS:
Information extracted from the Military Personnel Data System (MilPDS)
indicates the applicant’s Total Active Federal Military Service Date as 10
Mar 92. He is currently serving on active duty in the grade of technical
sergeant, having assumed that grade effective and with a date of rank of
1 Sep 05.
On 29 Apr 05, the applicant, who had an established date of separation
(DOS) of 14 May 07, extended his Mar 02 – Apr 06 enlistment for a period
of 48 months, thereby establishing a new DOS 14 May 11.

AIR FORCE EVALUATION:
AFPC/DPPAE recommends denial. DPPAE advises that although the applicant
was eligible to extend for the assignment, an extension of his enlistment
placed the applicant outside the parameters of Zone C. The personal choice
to extend and maximize the SRB resulted in a complete loss of entitlement.
However, advises DPPAE, the Board may declare the 48-month extension
executed void; and direct the applicant was honorably discharged on 28 Apr
05 and reenlisted in the regular Air Force on 29 Apr 05 for a period of
4 years and 24 months. This will allow the applicant to get some SRB
(approximately 10 months). The AFPC/DPPAE complete evaluation, with
attachments, is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 26 Oct
07 for review and response within 30 days. As of this date, this office
has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of an injustice. After a thorough review of the evidence
presented, it appears the applicant did not have adequate information
regarding the ramifications to his future SRB entitlements imposed by an
extension. We believe had the applicant known that his extension would
result in a complete loss of SRB entitlement; he would have opted to
reenlist. In view of the foregoing, we believe any doubt in this matter
should be resolved in his favor. We therefore find that by correcting his
records in the following manner, he will be afforded proper and fitting
relief. Accordingly, we recommend that his records be corrected as
indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that:
a. The extension of his 15 February 2002 enlistment executed on 29
April 2005, for a period of 48 months, be declared void.
b. He was honorably discharged on 28 April 2005 and reenlisted
in the Regular Air Force on 29 April 2005 for a period of four (4) years
and twenty-four (24) months with entitlement to a Zone C, Multiple 1.0,
Selective Reenlistment Bonus, based on 10 months of continued service.
