APPLICANT REQUESTS THAT:
She be granted a waiver allowing her to receive a Selective
Reenlistment Bonus (SRB) payment or a cancellation of her
reenlistment.

APPLICANT CONTENDS THAT:
She received erroneous information regarding her authorized SRB. The
AF Form 901, Reenlistment Eligibility Annex to DD Form 4, that she
signed on 17 July 2007 stated she was authorized a Zone B, Multiple
4.5, SRB. On 31 Jul 2007, the reenlistment counselor informed her a
rejection notice received from AFPC would not allow her to receive an
SRB payment. AFPC indicated she was not eligible for an SRB. The
clerk explained she received a Zone B SRB for a previous reenlistment
on 21 January 2005, therefore was not eligible to receive an
additional Zone B SRB.
In support of her request, the applicant provided copies of her DD
Form 4-1-2. Enlistment/Reenlistment Document, Armed Forces of the
United States and AF Form 901, Reenlistment Eligibility annex to DD
Form 4. Her complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
On 21 January 2005, the applicant reenlisted in the Regular Air Force
for a period of 4 years and 6 months, establishing a 20 July 2009 date
of separation (DOS). She subsequently received a permanent change-of-
station (PCS) assignment with an approved follow-on-assignment. To
meet the retainability requirements, she reenlisted on 26 July 2007
for a period of 4 years and 23 months, establishing a new DOS of 25
June 2013. As part of this most recent reenlistment, the applicant
was authorized a Zone B, Multiple 4.5 SRB. However, with the 21
January 2005 reenlistment, the applicant had already received a Zone
B, multiple 4.5 SRB. Air Force Instructions prohibit members from
receiving multiple SRBs in the same Zone.

AIR FORCE EVALUATION:
DPPAE recommends the applicant’s request for waiver of the second Zone
B, Multiple 4.5 be denied but recommends the board declare the 26 July
2007 reenlistment void; and correct the record to reflect that on 26
July 2007 the applicant executed a 36 or 48 month extension. This
will provide for the applicant to maintain her current assignment and
follow-on assignment without penalty. Additionally, by executing a 36
or 48 month extension, she will still qualify for an SRB. She
qualifies for the SRB entitlement on the day she signs the extension,
but won't receive the SRB payment until the day she enters the
extension, provided she remains qualified. In this case, she will
enter the extension in Zone C and be eligible for a multiple of 3.5.
Future changes to the SRB listing will not affect her entitlement.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
21 September 2007, for review and comment within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. In this regard, the
applicant executed her 26 July 2007 reenlistment contract, believing
in good faith that she would be authorized an additional Zone B SRB
payment. However, because she had already received an SRB in Zone
B, it was subsequently determined that her contract was prepared in
error. The Air Force office of primary responsibility has
recommended her records be corrected in a manner which would not
authorize payment of an additional bonus, but would maintain payment
of the bonus she was previously authorized and allow for a bonus in
the correct zone upon entering the extension. It is our opinion
that the suggested corrective action offered by DPPAE is a fair and
equitable resolution. Having consulted with the applicant and
understanding that she is in agreement and that it would be her
desire to execute an extension for a 36-month period, we recommend
her records be corrected to the extent indicated below.

THE BOARD RECOMMENDS:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that:
a. Her reenlistment in the Regular Air Force on 26 July
2007 for a period of 4 years and 23 months, be declared void.
b. On 26 July 2007, she executed a 36-month extension of
her 21 January 2005, reenlistment contract and that upon entering the
extension she be authorized a Zone C, Multiple 3.5, Selective
Reenlistment Bonus.
