APPLICANT REQUESTS THAT:
His narrative reason for separation, “personality disorder” be changed on
his DD Form 214.

APPLICANT CONTENDS THAT:
He later discovered he suffered from Post Traumatic Stress Disorder after
serving during the Vietnam conflict. The narrative reason he received has
left a stigma on his life.
In support of his application, applicant provides an email and a letter
from the Department of Veterans Affairs.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 3 February 1971 for a period
of four years and was progressively promoted to the grade of staff
sergeant.
In July 1980, he was referred to the Base Mental Health Clinic after making
statements about talking his life because of personal problems he was
having.
On 5 June 1981, he was notified by his commander he was recommending he be
separated from the Air Force.
The commander advised applicant of his right to consult legal counsel;
present his case to an administrative discharge board; be represented by
legal counsel at a board hearing; submit statements in his own behalf in
addition to, or in lieu of, the board hearing; or waive the above rights
after consulting with counsel.
On 8 June 1981, after consulting with counsel, applicant offered a
conditional waiver to an administrative discharge board contingent on his
receiving an honorable discharge.
On 8 July 1981, the applicant was separated from the Air Force under the
provisions of AFM 39-12, Separation for Unsuitability, Misconduct,
Resignation, or Request for Discharge for the Good of the Service and
Procedures for the Rehabilitation Program, (Unsuitability, personality
disorder), with an honorable discharge. He served 10 years, 5 months and 6
days of total active service.

AIR FORCE EVALUATION:
The BCMR Medical Consultant states the fact that his Physical Profile
Serial Report listed "Adjustment Reaction of Adult Life with depression and
Suicidal Gesture" as the applicant's clinical "defect" at the time of his
discharge, suggests that under today's standards he may have received a
discharge due to an Adjustment Disorder instead of a Personality Disorder.
Meanwhile, the designation of the applicant's mental state (Personality
Disorder) would likely serve to be a greater impediment to his
employability due to the negative stigma associated with the disorder.
Furthermore, in view of the more contemporary outlook of possible impact of
war upon an individual's psyche, the two previous periods of honorable
service, and the more accurate discharge designation currently given to
service members with an Adjustment Disorder, granting relief by re-
assigning the reason for discharge under Secretarial Authority is
recommended.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 4
March 2008, for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of an injustice warranting a correction to the applicant’s
Narrative Reason for Separation. After reviewing the evidence of record,
it appears that his separation was proper and in compliance with the
appropriate regulations in effect at the time. However, we agree with the
opinion and recommendation of the AFBCMR Medical Consultant and adopt his
rationale as the basis for our conclusion that the applicant’s record
should be changed to reflect a reason for discharge as "Secretarial
Authority". Therefore, we recommend his Narrative Reason for Separation
and the associated separation program designator code be corrected to the
extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that on 8 July 1981, he was discharged
under the provisions of AFR 39-10, paragraph 1-2, (Secretarial Authority)
with Separation Program Designator (SPD) Code of JFF.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to XXXXXXX, XXXXXXX, be corrected to show that, on 8 July 1981, he
was discharged under the provisions of AFR 39-10, paragraph 1-2,
