to “Medical - Personality Disorder.”

APPLICANT CONTENDS THAT:
In accordance with the Air Force Discharge Review Board (AFDRB) findings of
23 April 2003, the true reason for his separation was “impulse control
disorder.” This condition is truly a mental health issue through which he
may be able to obtain medical treatment and benefits by the Department of
Veterans Affairs (DVA). Having the narrative “Secretarial Authority”
prohibits his benefits.
In support of his request, the applicant submits a letter from Franklin
County Veterans Affairs and a letter from HQ AFPC/DPPRSP, with the AFDRB
Hearing Record and DD Form 214. The applicant’s complete submission, with
attachments, is at Exhibit A.

STATEMENT OF FACTS:
Applicant contracted his enlistment in the Regular Air Force on 13 December
1985 for a period of six years. He was progressively promoted to the grade
of senior airman, with an effective date and date of rank of 30 May 1988.
He was reduced to the grade of airman first class, with a date of rank of 5
April 1989, pursuant to an Article 15.
On 28 April 1989, the applicant received notification that he was being
recommended for discharge due to a pattern of misconduct; specifically,
conduct prejudicial to good order and discipline. The reasons for this
action follows: Three Letters of Reprimand (7 Aug 86, 3 Jul 88 and 13 Oct
88); seven Records of Counseling (13 Oct 88, 27 Nov 88, 10 Mar 89, 14 Mar
89, 17 Mar 89 and 21 Mar 89); and, one Article 15 (5 Apr 89) with a
reduction in grade and 14 days of extra duty. The applicant acknowledged
receipt of the notification. He consulted military legal counsel and
submitted a written statement in his own behalf. The base legal office
reviewed the case and found it legally sufficient to support separation.
On 9 June 1989, the discharge authority approved the recommended separation
and directed that the applicant be issued a general discharge, without
probation and rehabilitation.
The applicant received a general discharge on 13 June 1989 under the
provisions of AFR 39-10 (misconduct - pattern of conduct prejudicial to
good order and discipline). He had completed a total of three years, six
months and one day and was serving in the grade of airman first class (E-3)
at the time of discharge.
Applicant's request for upgrade of his discharge to honorable and a change
to his narrative reason for separation was approved by the Air Force
Discharge Review Board (AFDRB) on 23 April 2003. A copy of the AFDRB
Hearing Record is appended at Exhibit C.

AIR FORCE EVALUATION:
The BCMR Medical Consultant summarized the information contained in the
applicant’s personnel and medical records and is of the opinion that the
applicant’s narrative reason for separation may be changed to “Personality
Disorder.” The Medical Consultant states the DD Form 214 of members
discharged under provisions for unsuitability reads “personality disorder”
not “medical - personality disorder.” Details of his evaluation are at
Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 8 December
2004 for review and response. As of this date, no response has been
received by this office (Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After carefully considering the evidence
before us, the Board majority notes that the applicant’s discharge was
upgraded based on the presence of an unsuiting mental condition. In
addition, it was noted that the Department of Defense uses the term
“personality disorder” administratively on the DD Form 214 to include all
unsuiting character and behavior disorders. In view of the foregoing, the
Board majority agrees with the opinion and recommendation of the AFBCMR
Medical Consultant. Therefore, the Board majority recommends the
applicant’s records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that the narrative reason for separation,
issued in conjunction with his honorable discharge on 13 June 1989, was
“Personality Disorder” and the separation program designator (SPD) code was
“JFX.”

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to XXXXXXX, XXXXXXX, be corrected to show that the narrative
reason for separation, issued in conjunction with his honorable discharge
on 13 June 1989, was “Personality Disorder” and the separation program
designator (SPD) code was “---.”

On 1 Mar 88, he was honorably discharged and transferred to the Reserve of the Air Force in the grade of senior airman (SrA/E-4). He was honorably discharged from the Air Force Reserve on 22 May 1994. Applicant enlisted in the Air National Guard and was demoted to the grade of airman basic (E-1); he was subsequently discharged for unsatisfactory participation and transferred to HQ ARPC on 14 June 1990.
