APPLICANT REQUESTS THAT:
He be paid his Initial Enlistment Bonus (IEB) for Air Force Specialty Code
(AFSC) 1C431, Tactical Air Command and Control Apprentice.

APPLICANT CONTENDS THAT:
His AF Form 3008, Supplement to Enlistment Agreement authorized an IEB for
AFSC 1C231 for $10,000, but his current AFSC 1C431 is authorized an IEB of
$6,000. He was eliminated from 1C231, his previous AFSC.
In support of his request, the applicant submits copies of his enlistment
contract, a RIP, and a Certificate of Training from the Tactical Air
Command and Control Apprentice Course.

STATEMENT OF FACTS:
On 24 May 05, the applicant contracted his initial enlistment in the
Regular Air Force in the grade of airman basic (E-1) for a period of six
years.
The AF Form 3007, Guaranteed Training Enlistment Agreement, shows that the
applicant enlisted on 24 May 05 with guaranteed training into AFSC 1C231,
Combat Control Apprentice. Later there was a change in his initial
agreement and an AF Form 3008, was accomplished. The member did not
complete training in the originally guaranteed AFSC 1C231 and was
reclassified into AFSC 1C431, but there was no AF Form 3009, Change to
Enlistment Agreement, accomplished to show this action.

AIR FORCE EVALUATION:
HQ AFPC/DPPAE recommends denial and further states the Board should direct
an AF Form 3009, Change to Enlistment Agreement – United States Air Force,
be accomplished to identify the member’s reclassification into the non-
bonus AFSC 1C431 from the bonus AFSC 1C231. The applicant did not complete
the guaranteed 1C231 AFSC and therefore was re-classed into AFSC 1C431, for
which there was no bonus during May 2005.
The IEB program is an incentive program used to encourage individuals to
enlist in selected AFSCs needed by the Air Force. The bonus AFSCs are
determined by Air Staff on a quarterly basis. At the time of the member’s
Enlistment Date on 24 May 2005, there was no bonus authorized for AFSC
1C431. The member’s reclassification went from a bonus AFSC of 1C231 to a
non-bonus AFSC of 1C431.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 13 Jul 07, a copy of the Air Force evaluation was forwarded to the
applicant for review and comment within 30 days. To date, a response has
not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion
that the applicant has not been the victim of an error or injustice.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only
be reconsidered upon the submission of newly discovered relevant evidence
not considered with this application.
