APPLICANT REQUESTS THAT:
He receive an Initial Enlistment Bonus (IEB) for Air Force Specialty
Code (AFSC) 1C431, Tactical Air Command and Control (TACC) Apprentice.

APPLICANT CONTENDS THAT:
He entered the delayed enlistment program in January 2004 and was
guaranteed a $4000.00 signing bonus for the Pararescue Jumper (PJ)
1T2X1 career field. His eyesight was tested at the Military Entrance
Processing Station (MEPS) in January 2004. It was determined his
eyesight was 20/70, the minimum requirements for PJ. Two weeks after
entering Basic Military Training (BMT), his original evaluation was
found to be incorrect and he had to choose a different AFSC. He chose
the 1C4X1 TACC career field.
In support of his request, the applicant provided a copy of his AF
Form 3008, Supplement to Enlistment Agreement-United States Air Force.

STATEMENT OF FACTS:
On 27 July 2004, the applicant enlisted in the Regular Air Force for a
period of 4 years.
His AF Form 3007, Guaranteed Enlistment Agreement, reflects the
applicant enlisted on 27 July 2004 with guaranteed training into AFSC
1T231, Pararescue Apprentice.
On 9 September 2004, the applicant signed an AF Form 3009, Change to
Enlistment Agreement, stating he voluntarily changed his AFSC to
1C421.
The enlistment bonus program is an incentive program used to encourage
individuals to enlist in selected AFSC's needed by the Air Force. The
bonus AFSC's are determined by Air Staff on a quarterly basis.
The applicant is currently a senior airman assigned to Pope Air Force
Base, North Carolina.

AIR FORCE EVALUATION:
AFPC/DPSOAA recommends denial. DPSOAA states the applicant enlisted
with guaranteed training into AFSC 1T231, Pararescue Apprentice;
however, during Basic Military Training (BMT), it was discovered the
applicant's eyesight was poorer than previously reported by the MEPS
and there was another change in his initial agreement and an AF Form
3008 was accomplished. The applicant did not complete training in the
originally guaranteed AFSC 1T231 and was reclassified into AFSC 1C431,
TACC. At the time of the applicant's enlistment date on 27 July 2004,
there was no bonus authorized for his AFSC 1C431. The applicant's
reclassification went from a bonus AFSC of 1T231 to a non-bonus AFSC
of 1C431. DPSOAA has reviewed the statement/document submitted by the
applicant and conducted a review of his records. The applicant did
not complete the guaranteed 1T231 AFSC and therefore was re-classed
into 1C431 AFSC, for which there was no bonus during July 2004.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 4
January 2008, for review and comment within 30 days. As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. Evidence has not been provided
which would lead us to believe that the rules of the applicable
instructions were inappropriately applied or that he was denied rights
to which he was entitled. Therefore, we agree with the opinion and
recommendation of the Air Force office of primary responsibility and
adopt its rationale as the basis for our conclusion that he has failed
to sustain his burden of proof of the existence of either an error or
injustice. In the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

RECOMMENDATION OF THE BOARD:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
