APPLICANT REQUESTS THAT:
He be paid an Initial Enlistment Bonus (IEB) for the 1C431, Tactical Air
Command and Control Apprentice, Air Force Specialty Code (AFSC).

APPLICANT CONTENDS THAT:
He originally signed up for the 1T231 and then switched to 1C431 in Aug 05.
He has not received his $2,000 bonus.

STATEMENT OF FACTS:
On 17 May 05, applicant contracted his initial enlistment in the Regular
Air Force in the grade of airman for a period of four years, in AFSC 1T231,
Pararescue Apprentice. He is currently serving in the grade of airman
first class.
On 17 May 05, the applicant signed AF Form 3008, Supplement to Enlistment
Agreement – United States Air Force that guaranteed him training in AFSC
1T231, Pararescue Apprentice, for a $6,000 IEB upon completion of technical
training.

AIR FORCE EVALUATION:
HQ AFPC/DPPAE recommends denial. The IEB program is an incentive program
used to encourage individuals to enlist in selected AFSCs needed by the Air
Force. The bonus AFSCs are determined by Air Staff on a quarterly basis.
Based on the member’s Enlistment Date of 17 May 05, the 1C431 was not a
bonus AFSC at that time. He signed an Air Force Form 3008, Supplemental to
Enlistment Agreement – United States Air Force, dated 17 May 2005, that
guaranteed him training in AFSC 1T231, Pararescue Apprentice, for a $6,000
IEB. However, a review of the applicant’s military records found that the
applicant did not complete technical training for AFSC 1T123. The member
was re-classified into 1C431, Tactical Air Command and Control Apprentice,
for which there was no bonus during May 2005.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 31 Aug 97, a copy of the Air Force evaluation was forwarded to the
applicant for review and comment within 30 days. To date, a response has
not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. The applicant’s contentions are duly
noted; however, the Board does not find the applicant’s assertions
sufficiently persuasive to override the rationale provided by the Air Force
office of primary responsibility. The Board notes the applicant signed and
initialed an enlistment agreement for payment of a $6,000 IEB upon
completion of technical training in AFSC 1T123. He did not complete the
technical training for his career field and was reclassified into AFSC
1C431, in connection with which no enlistment bonus existed when the
applicant enlisted. The applicant did not meet contractual requirements
for an IEB payment in his initial enlistment career field; therefore, he is
not entitled to an IEB. Therefore, in the absence of evidence to the
contrary, the Board finds no compelling basis to recommend granting the
relief sought.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
