He be paid an Initial Enlistment Bonus (IEB).

APPLICANT CONTENDS THAT:
He feels he should be authorized the same IEB for AFSC 1C4X1 that
at the time was being offered to other members entering the 1C4X1
career field. There is no paperwork in his UPRG to reflect the
change to the 1C4X1 career field, but his records indicate the
change.
In support of his request, the applicant submits copies of his
enlistment paperwork and a RIP from the Military Personnel Data
System.

STATEMENT OF FACTS:
On 16 Sep 03, the applicant contracted his initial enlistment in
the Regular Air Force in the grade of airman basic (E-1) for a
period of six years, in the guaranteed Security Force, 3P0X1 Air
Force Specialty Code (AFSC). He signed an additional enlistment
agreement in which he indicated he understood that upon successful
completion of technical training and award of a “3” skill level in
his guaranteed specialty, he would be authorized payment of an
initial enlistment bonus (IEB) of $4,000, to be paid not earlier
than one month after arrival at his first permanent duty station.
On 31 Oct 03, the applicant voluntarily changed his enlistment
agreement from the 3P0X1, Security Force AFSC to Survival, Evasion,
Resistance, and Escape 1T0X1 AFSC. This change in enlistment
agreement also changed his entitlement to an IEB to $6,000, to be
paid upon completion of technical training and award of the 3-level
in the 1T0X1 AFSC. After start of technical training in the 1T0X1
AFSC, the applicant decided the Survival, Evasion, Resistance, and
Escape 1T0X1 AFSC was not compatible with his desires and changed
to the Tactical Air Command and Control, 1C4X1 AFSC. There was no
IEB bonus in FY03 for the 1C4X1 AFSC.

AIR FORCE EVALUATION:
HQ AFPC/DPPAE recommends denial. DPPAE states the applicant was
not entitled to an IEB at the time of his enlistment.
Additionally, there is no bonus authorization AF Form 3008,
Supplement to Enlistment Agreement – United States Air Force or AF
Form 3009, Change to Enlistment Agreement – United States Air Force
in the applicant’s records supporting payment of an IEB.
A review of the applicant’s military records revealed that he
voluntarily changed AFSCs on both occasions and is currently in the
1C4X1 AFSC. When the applicant made the change from the 1T0X1 to
his current AFSC, there was no enlistment guarantees or promises
made by the Air Force. In fact the applicant’s AFSC was not
authorized payment of an IEB in FY03. IEBs are incentives paid to
encourage individuals to enlist in a selected AFSC by the Air
Force.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 21 Apr 06, a copy of the Air Force evaluation was forwarded to
the applicant for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We note the
applicant’s assertion that he should have been given an IEB for
enlisting into the 1C4X1 career field; however, he has not provided
any evidence showing he was entitled to an IEB. Therefore, we
agree with the opinion and recommendation of the Air Force office
of primary responsibility and adopt its rationale as the basis for
our conclusion that the applicant has not been the victim of an
error or injustice. Accordingly, the applicant’s request is not
favorably considered.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
