APPLICANT REQUESTS THAT:
He receive his Initial Enlistment Bonus (IEB) for completing Tactical Air
Control Party (TACP) technical school training (Air Force Specialty Code
(AFSC) 1C431).

APPLICANT CONTENDS THAT:
He should have received the bonus for completing the TACP course.
No supporting documentation was submitted.

STATEMENT OF FACTS:
Information extracted from the Military Personnel Data System (MilPDS)
indicates the applicant’s Total Active Federal Military Service Date 28
December 2004. The applicant is currently serving in the grade of senior
airman, effective and with a date of rank of 11 Jun 07, and his duty AFSC
is 1D431, BDE Tactical Air Control Party.
The remaining relevant facts pertaining to this application, extracted from
the applicant’s military records, are contained in the letters prepared by
the appropriate office of the Air Force at Exhibits C & D.

AIR FORCE EVALUATION:
HQ AFPC/DPPAE recommends denial. DPPAE states the IEB program is an
incentive program used to encourage individuals to enlist in selected AFSCs
needed by the Air Force. The bonus AFSCs are determined by Air Staff on a
quarterly basis. At the time of the applicant’s enlistment date of 28 Dec
04, the 1C431 was not a bonus AFSC. The applicant signed an Air Force Form
3008, Supplement to Enlistment Agreement, dated 28 Dec 04, guaranteeing him
training in the 1T231, Pararescue Apprentice AFSC for a $6,000 IEB.
However, a review of the applicant’s military records found that the
applicant did not complete technical training for the 1T231 AFSC. The
applicant was re-classed into 1C431, Tactical Air Command and Control
Apprentice which was not a bonus AFSC during Dec 2004 which is posted in
the Ask AFPC web site.

HQ AFPC/JA recommends denial. JA states pararescue apprentice training
shares some common training courses with the TACP technical school, but it
is longer and includes specialized training. JA explains new airmen on
track to train as pararescue apprentice attend a two-week pararescue
preparatory course and a six-week pararescue indoctrination course. Many
are eliminated because of the difficulty of training. JA states an airman
eliminated in the training will often be redirected to a related career
field such as TACP.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 18 May
07 for review and comment within 30 days. As of this date, this office has
received no response (Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. After a thorough review of the
evidence of record and applicant’s submission, we are not persuaded that
the requested relief is warranted. His contentions are duly noted; however
we found no evidence that he was denied benefits to which he was entitled.
Therefore, we agree with the opinions and recommendations of the Air Force
offices of primary responsibility and adopt their rationale as the basis
for our conclusion that the applicant has not been the victim of an error
or injustice. In the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
