RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2007-00982
INDEX CODE: 107.00
COUNSEL: NOT INDICATED
HEARING DESIRED: NO
MANDATORY CASE COMPLETION DATE: 29 SEP 2008
_________________________________________________________________
APPLICANT REQUESTS THAT:
Her records be corrected to reflect her date of rank (DOR) as 7 June
2003.
_________________________________________________________________
APPLICANT CONTENDS THAT:
Her DOR is incorrect based on her college graduation date of 17 May
2003 and her commissioning date of 7 June 2003.
In support of her request, the applicant submits College Transcripts,
Reserve of the Air Force Appointment Letter, and a copy of her Data
Verification Brief.
Applicant’s complete submission, with attachments, is at Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant entered the Reserve Officer Training Corp (ROTC) on 15
September 1999. She graduated on 2 May 2003, and was commissioned a
second lieutenant in the Reserves on 7 June 2003. She reported for
active duty at Hickam Air Force Base, Hawaii, on 5 July 2003. She
currently serves in the grade of first lieutenant.
_________________________________________________________________
AIR FORCE EVALUATION:
AFPC/DPPAOR recommends denial. DPPAOR states the initial DOR is
computed by crediting ½ day for each day that the officer performed
active-but not active duty-commissioned service in the grade in which
he or she entered the active duty list. The applicant was credited
with 14 days from 7 June 2003, date commissioned and 4 July 2003, day
prior to entering active duty. The 14 days were subtracted from date
entered active duty, 5 July 2003. Her DOR was established as 21 June
2003, and service credit was awarded accurately IAW Air Force
Instruction 36-2604.
The DPPAOR evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
27 April 2007, for review and comment within 30 days. As of this
date, this office has received no response.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. Evidence has not been provided
which would lead us to believe that the rules of the applicable Air
Force Instruction, which implement the law, were inappropriately
applied or that she was denied rights to which she was entitled.
Therefore, we agree with the opinions and recommendations of the Air
Force office of primary responsibility and adopt its rationale as the
basis for our conclusion that the applicant has not been the victim of
an error or injustice. In the absence of persuasive evidence to the
contrary, we find no basis to recommend granting the relief sought in
this application.
_______________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
