APPLICANT REQUESTS THAT:

1.  He be given credit for his service in Vietnam and Saudi Arabia.

2.  He be awarded any war zone medals.

APPLICANT CONTENDS THAT:

He served in Vietnam for 45 days in 1972  and  served  in  Saudi  Arabia  in
1990.

In support of his request, the applicant provided a personal  statement  and
documents extracted from his military personnel record.

Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

On 1 July 1991, applicant retired  from  the  Air  Force  in  the  grade  of
technical sergeant after serving 20 years and 13 days on active duty.

The applicant’s request for Combat Related Special Compensation  (CRSC)  has
been administratively corrected.

AIR FORCE EVALUATION:

AFPC/DPAPP recommends denial.  DPAPP states there are no  documents  in  the
applicant’s records that verify he was  in  Vietnam  or  Saudi  Arabia.   In
addition, none of his Airman Performance Reports  (APRs)  have  any  remarks
stating that he was in Vietnam or Saudi Arabia during his tour  of  duty  in
the Air Force.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 3 July 2007, the evaluation was forwarded to the  applicant  and  counsel
for review and comment within 30 days.  As of this  date,  this  office  has
received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was not timely filed; however, it is in  the  interest
of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to  demonstrate  the
existence of an error or injustice.  The applicant’s  contentions  are  duly
noted; however, after reviewing the evidence of record  we  agree  with  the
opinion and recommendation of the Air Force and adopt its rationale  as  the
basis for our conclusion that the applicant has not been the  victim  of  an
error or injustice.  There are no  documents  in  the  applicant’s  military
personnel record which reflect he served in Vietnam and Saudi Arabia  (i.e.,
stationed or sent TDY to Vietnam during his tour of duty in the Air  Force).
 We note the surf the applicant provided with a prepared  date  of  30  June
1991 indicating he was TDY to Vietnam and Saudi  Arabia;  however,  this  is
not an official source document.  On 11 May 2007, AFPC/DPAPP  requested  the
applicant provide a copy of TDY orders, travel vouchers, or  flight  records
showing  he  was  in  Vietnam  and  Saudi  Arabia.   He  did  not   respond.
Therefore,  in  the  absence  of  evidence  to  the  contrary,  we  find  no
compelling basis to recommend granting the relief sought.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented  did  not  demonstrate  the
existence of an error or injustice; the application  was  denied  without  a
personal appearance; and the application will only be reconsidered upon  the
submission of newly discovered relevant evidence not  considered  with  this
application.
