APPLICANT REQUESTS THAT:
His records be corrected to reflect service credit for his assignment
to Indochina and temporary duties (TDYs) to Vietnam and Thailand.

APPLICANT CONTENDS THAT:
He was stationed in China and had numerous TDYs in Thailand and
Vietnam.
He wants credit for serving in Vietnam in order to receive benefits
from the Department of Veterans Affairs and to claim exposure to Agent
Orange.
In support of his request, the applicant provided a copy of his DD
Form 214, Veterans Affairs (VA) Form 21-4138 (Statement in Support of
Claim) and a letter from the Pinellas County Human Services Veterans
Services.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 2 February 1969, as
a airman basic for a period of four years.
The applicant's records reflect he was stationed in Taiwan from 18
August 1969 through 18 August 1971.
The applicant was honorably released from active duty on 3 January
1973. He served a total of 3 years, 10 months and
20 days on active duty. His DD Form 214 reflects he served two years
of foreign service.

AIR FORCE EVALUATION:
HQ AFPC/DPAPP recommends the requested relief be denied. DPAPP states
there is no documentation in the applicant’s records that reflects he
was TDY to Vietnam or Thailand. Furthermore, none of his performance
reports make any reference regarding TDYs to Vietnam or Thailand.
AFPC/DPAPP evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
18 May 2007, for review and comment within 30 days. As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and the recommendation of the Air
Force and adopt its rationale as the basis for our conclusion that the
applicant has not been the victim of an error or an injustice. In the
absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and
that the application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
