APPLICANT REQUESTS THAT:
1. His Officer Selection Brief (OSB) considered by the Calendar Year 2005A
(CY05A) (P0505A) Lieutenant Colonel Central Selection Board (CSB) be
corrected to reflect that he completed his Master’s Plus degree from Troy
State University.
2. He be considered for promotion to the grade of lieutenant colonel by
Special Selection Board (SSB) with the corrected record.

APPLICANT CONTENDS THAT:
He completed his Master’s degree in Aug 04 at Troy State University. His
official transcripts were sent to Air Force Institute of Technology (AFIT)
in August of 2004, but his education records were never updated. He
reviewed his Officer Selection Brief (OSB) prior to the Board and presumed
it was correct. Upon his return from a 5-month deployment, he conducted a
records review and was surprised to not see his Master’s degree listed.
In support of his appeal, applicant submits a copy of an electronic receipt
showing an official transcript was sent to AFIT on 6 Apr 04.

STATEMENT OF FACTS:
The applicant is presently serving on active duty in the grade of major.
He has four nonselections to the grade of lieutenant colonel by the CY04B,
CY05A, CY06A, and CY06C Lieutenant Colonel Central Selection Boards. His
Total Active Federal Military Service Date (TAFMSD) is 8 Dec 89.

AIR FORCE EVALUATION:
AFIT/SCH recommends denial and states, in part, upon review of the official
transcript from Troy State University dated 6 Apr 04, it is determined the
individual’s record was accurately updated to reflect the degree level
achieved of a Bachelor’s Plus and not a Master’s degree.
Troy State University mailed an official transcript to the Academic Coding
Branch on 6 Apr 04. This transcript dated 6 Apr 04 reflects 19.33 hours of
graduate work being complete. An update of graduate – no degree (also
known as bachelor’s plus), was entered into the individual’s record.
Applicant states the request was made in August 2004, however, the
transcript request receipt attached to the BCMR request indicates the
transcript was requested on 6 Apr 04, the same date on the official
transcript.

AFPC/DPPPO recommends denial of the applicant’s request to populate his
P0505A OSB with his master’s degree and consideration by SSB. A material
error did not exist in the applicant’s records when it met the P0504B or
P0505A boards.
The instructions attached to the Officer Preselection Brief specifically
states that an individual may request an update of bachelor’s plus to show
progress towards an advanced degree. At least 15 semester hours for BAC+
are required. Since the applicant had 19.33 hours, he met the requirement
and BAC+ was correctly reflected in the Academic Education area on his
P0504B OSB.
The Superintendent from Academic Support & Information Management Division,
AFIT/SCH, verified the applicant completed his Master’s degree in May 2005.
However, this data was not reflected on his P0505A OSB because in the
Military Personnel Flight Memorandum (MPFM) 05-02, 4 Feb 05, sent to
eligible officers for this board the Academic Education was masked. The
MPFM states that for Line of the Air Force Officers meeting promotion
boards through the grade of colonel, the Academic Education on the OSB will
be blank. As such, the absence of his master’s degree on the OSB is not an
error.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 23 Mar 07, copies of the Air Force evaluations were forwarded to the
applicant for review and comment within 30 days. To date, a response has
not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force offices of primary
responsibility and adopt their rationale as the basis for our conclusion
that the applicant has not been the victim of an error or injustice.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
