APPLICANT REQUESTS THAT:
His narrative reason for separation be changed from personality
disorder to none or administrative, because the diagnosis of
personality disorder carries a negative connotation when seeking
employment.

APPLICANT CONTENDS THAT:
Although the narrative reason of personality disorder accurately
describes the reason for his separation or the authority, it is a
hindrance to employment opportunities. He believes it is an injustice
to mark his record with this misunderstood term.
In support of his request, the applicant submits a copy of his DD Form
214, Certificate of Release or Discharge from Active Duty, excerpts
from his military personnel records, and DD Form 293, Application for
the Review of Discharge from the Armed Forces of the United States.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force as an airman basic on
11 June 2002.
On 9 March 2006, the applicant was notified by his commander that he
was recommending he be discharged from the Air Force for a condition
that interferes with military service; specifically for mental
disorders-adjustment disorders. The basis for the action was on 30
June 2006, the applicant was diagnosed with adjustment disorder and
anxiety, which was determined severe enough that his ability to
function in the military was significantly impaired.
He was advised of his rights in this matter. He consulted counsel,
and elected not to submit statements in his own behalf. The discharge
authority approved the discharge and directed an uncharacterized entry-
level separation. On 23 March 2006, he was discharged with an
honorable discharge, under the provisions of AFI 36-3208,
Administrative Separation of Airmen, (personality disorder).
He received an RE code of 2C “Involuntarily separated with an
honorable discharge; or entry level separation without
characterization of service”.
He served 3 years, 9 months and 13 days total active service.

AIR FORCE EVALUATION:
The BCMR Medical Consultant recommends changing the narrative reason
for separation to Adjustment Disorder.
The BCMR Medical Consultant states, on 2 February 2007, Adjustment
Disorder was approved as a valid separation code. While the option to
use this code was not available at the time of the applicant’s
discharge, the need for a separate code for adjustment disorder has
long been recognized by medical authorities, to lesson the stigma of
this type of discharge. The preponderance of evidence of the record
shows that the applicant’s condition, adjustment disorder, was the
proper reason for discharge and would have been used if it were
available at the time of discharge. It would be appropriate to change
the reason for discharge to adjustment disorder to more accurately
reflect the applicant’s condition and reason for discharge. Action
and disposition in this case was proper at the time of discharge and
equitable reflecting compliance with Air Force directives that
implement the law.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
27 July 2007, for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD RECOMMENDS THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice in regard to the applicant’s
request that his narrative reason for separation be changed. After a
thorough review of the documentation provided and the evidence of
record, the Board is of the opinion that given the circumstances
surrounding his separation from the Air Force, the narrative reason
for separation assigned to the applicant was proper and in compliance
with the appropriate instructions. Applicant has not provided
sufficient evidence, which would lead the Board to believe otherwise.
4. Notwithstanding the aforementioned, we note that the BCMR Medical
Consultant has indicated the need for a separate code for adjustment
disorder has long been recognized by medical authorities, to lesson
the stigma of this type of discharge. While not available during the
time the applicant was discharged, adjustment disorder was approved as
a valid separation code in February 2007. We agree with the BCMR
Medical Consultant in this matter and believe that it would be an
injustice for him to continue to suffer the adverse effects of such
characterization. Accordingly, we recommend that his records be
corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 23 March 2006, he
was separated under the provisions of AFI 36-3208, paragraph 1.2
(Secretarial Authority), with a separation code of “KFF”.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to XXXXXXXXXXX be corrected to show that on 23 March
2006, he was separated under the provisions of AFI 36-3208, paragraph
1.2 (Secretarial Authority), with a separation code of “KFF”.
