AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

IN THE MATTER OF: DOCKET NUMBER: BC-2006-02961
            INDEX CODE: 110.00

            COUNSEL: NONE

            HEARING DESIRED: NO

MANDATORY CASE COMPLETION DATE: 31 MAR 08

_________________________________________________________________

APPLICANT REQUESTS THAT:

His narrative reason for separation (personality disorder) be changed.

_________________________________________________________________

APPLICANT CONTENDS THAT:

He is being unduly punished for a medical reason.

In support of his request, the applicant provided a copy of his DD Form
214, Certificate of Release or Discharge from Active Duty.

Applicant’s complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:

Applicant enlisted in the Regular Air Force on 2 December 2003 in the grade
of airman basic.

On 27 October 2005, applicant was notified by his commander of his intent
to recommend that he be discharged from the Air Force under the provisions
of AFPD 36-32 and AFI 36-3208, paragraph 5.11.9.1.

The specific reason for this action was a non-specified axis II personality
disorder with antisocial and narcissistic traits. This was evidenced by a
memorandum dated 5 October 2005, by the clinical psychologist. His
condition was so severe that his ability to function effectively in the
military environment was significantly impaired. The psychologist
recommended separation.

Applicant was advised of his rights in the discharge matter and
acknowledged receipt of the notification on that same date. After
consulting with counsel applicant elected not to submit statements on his
own behalf. In a legal review of the case file, the staff judge advocate
found the case legally sufficient and recommended he be separated. The
discharge authority concurred with the recommendations and directed he be
discharged with an honorable discharge. Applicant was discharged on 4
November 2005. He served 1 year, 11 months and 2 days on active duty.

In a Department of Veterans Affairs (VA) rating decision dated 17 July
2006, applicant was awarded a 50% disability rating for adjustment disorder
with insomnia and 10% for a knee injury.

AIR FORCE EVALUATION:

BCMR Medical Consultant recommends denial. The Medical Consultant states
adjustment disorder and personality disorder are conditions that alone or
together may render an individual unsuitable for military service.
Personality disorders are not diseases, but are enduring patterns of
perception, coping, emotions, and behavior that deviates from the
expectations of the individual’s culture (including occupational and
military cultures), and leads to distress or impairment in social and or
occupational functioning. The features of a personality disorder usually
become recognizable during adolescence or early adult life and are
pervasive and inflexible. Personality disorders are frequently exacerbated
by stress due to ineffective/inappropriate coping mechanisms and may
present with symptoms consistent with adjustment disorder. During periods
of stress, the manifestations of personality disorder including the
maladaptive coping mechanisms typically become more apparent and thus more
readily identified by mental health professionals. Personality disorders
are not medically disqualifying or unfitting but may render the individual
unsuitable for further military service and may be cause for administrative
action by the individual’s unit commander. Manifestations (symptoms and
behavior) of personality and adjustment disorders wax and wane over time,
depending on the nature and degree of stressors present at any given time.
The fact that he is functioning well at this time at home is consistent
with the diagnosis of adjustment disorder. However, it does not predict
that he will respond well to the stresses of military operations,
deployment, or combat when he is separated from his familiar surroundings
and usual support system of family and friends, or is assigned duties that
do not suit him. His past experience manifested by the inability to cope
with military service is predictive of an unacceptable risk for recurrence
of adjustment disorder if re-exposed to the rigors of military training and
service. A history of adjustment disorder severe enough to warrant
administrative discharge is disqualifying for reenlistment into the
military.

The Medical Consultant’s complete evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 25 July 2007, the evaluation was forwarded to the applicant for review
and comment within 30 days (Exhibit D). As of this date, this office has
received no response.

THE BOARD CONCLUDES THAT:

1. The applicant has exhausted all remedies provided by existing law or
regulations.

2. The application was timely filed.

3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. After a thorough review of the
evidence of record and the applicant’s submission, it is our opinion that
given the circumstances surrounding his separation from the Air Force, the
narrative reason for separation assigned was proper and in compliance with
the appropriate directives. Therefore, we agree with the BCMR Medical
Consultant and adopt his rationale as the basis for our conclusion that the
applicant has not been the victim of an error or injustice. In the absence
of evidence to the contrary, we find no compelling basis to recommend
granting the relief sought.

_________________________________________________________________

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not demonstrate the
existence of an error or injustice; the application was denied without a
personal appearance; and the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered with this
application.
