APPLICANT REQUESTS THAT:
His official Home of Record (HOR) be changed to his current address in
Hawaii rather than Virginia Beach, Virginia.

APPLICANT CONTENDS THAT:
He entered the US Air Force (USAF) via the Air Force Reserve Officer
Training Program (AFROTC) at the University of New Mexico. As part of
entering the service, he was advised by his AFROTC administrative
staff to provide a permanent mailing address. The only permanent
address he had at the time was his parent’s temporary residence
located in Virginia Beach. He has never lived in Virginia Beach. He
was appointed in the Hawaii Air National Guard (HIANG) and has made
Hawaii his permanent residence.
In support of his appeal, the applicant has provided copies of
pertinent military personnel paperwork as well as state and federal
tax documents.

STATEMENT OF FACTS:
Applicant was appointed in the USAF on 5 August 1983. He was
progressively promoted to the grade of major prior to leaving the USAF
on 15 January 1998. He joined the HIANG on 16 January 1998 and was
appointed in the HIANG in the grade of major effective 17 January
1998. As a member of the HIANG he was promoted to the grade of
lieutenant colonel with a date of rank (DOR) of 2 September 2002. He
is currently serving as a member of the HIANG on statutory tour with
the National Guard Bureau (NGB) and has over 23 years of satisfactory
service.
EXAMINER’S NOTE: An Air National guard evaluation was not received for
this case.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. After a review of the applicant’s
records and the documentation submitted, we are of the opinion the
applicant’s HOR should be changed. We note that upon is appointment in
the USAF his home of record was Virginia Beach, VA. However, upon his
separation from USAF and appointment to the HIANG his HOR should have
been annotated as Mililani, Hawaii. Therefore, we recommend the
applicant’s records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that his home of record at
the time of his entry on active duty was 95 1042 Hoama Street,
Mililani, HI 96789 rather than Virginia Beach, VA.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that his home of
record at the time of his entry on active duty was 95 1042 Hoama
Street, Mililani, HI 96789 rather than Virginia Beach, VA.

Subsequent to his HOS move, orders were published authorizing a PCS without PCA move from Russia to Hawaii. The DPRCC evaluation is at Exhibit B. AFSLMO/CA states that the applicant should have departed Russia on PCS without PCA orders which would have entitled him to travel and ship his HHGs to Hawaii thus allowing his retirement orders to be used for his HOS move. In this respect, the applicant was stationed in Russia when he elected retirement from the Air Force to be effective 1 Nov 01.
