APPLICANT REQUESTS THAT:

Block 24 of his  National  Guard  Bureau  (NGB)  Form  22,  Report  of
Separation and Record of Service, be corrected to show  the  award  of
the Soldier’s Medal.

APPLICANT CONTENDS THAT:

He was awarded the Soldier’s Medal on 10 March 1957.  The Air National
Guard (ANG) refused to include the award on his NGB Form 22.

In support of his appeal, the  applicant  has  provided  copies  of  a
newspaper clipping, a discharge certificate and his NGB Form 22.

Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

Applicant joined the Regular Air Force on 8 February 1952  and  served
four years.  He left the Regular Air Force and joined  the  Air  Force
Reserve (AFR) on 11 January 1956.  He left the AFR and joined the  Air
National Guard (ANG) on 7 April 1956.  He was  progressively  promoted
to the grade of staff sergeant  with  a  date  of  rank  (DOR)  of  23
September 1956.  He was discharged from the ANG effective  1  November
1962 for failure to satisfactorily participate after serving  a  total
of 10 years, 6 months, and 3 days.

EXAMINER’S NOTE: An Air Force evaluation was  not  received;  however,
prior to forwarding the case to the Board,  we  spoke  with  officials
from the Air Reserve Personnel Center (ARPC) and researched  pertinent
publications regarding the question of whether or not  an  Army  Guard
decoration may be listed on  an  ANG  retirement  document.   We  were
unable to find the answer to that question.



THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to demonstrate the
existence  of  error  or  injustice.   The  applicant   has   provided
documentation showing he was indeed awarded the  Soldier’s  Medal  for
heroism.  We can find no reason that would prohibit the  inclusion  of
the Soldier’s Medal on his NGB  22.   Therefore,  in  the  absence  of
evidence to the contrary, we recommend that the records  be  corrected
as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT be corrected to show that Block 24  of  the  NGB
Form 22 issued to the applicant  indicating  service  between  7 April
1956 to 6 April 1959, include the award  of  the  Soldiers  Medal  for
Heroism.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that Block 24 of the
NGB Form 22, issued to the applicant indicating service between
7 April 1956 to 6 April 1959, include the award of the Soldiers Medal
for Heroism.
