APPLICANT REQUESTS THAT:
The Retention Recommendation Form (RRF), dated 8 Feb 06, reviewed by
the Calendar Year 2006A Force Shaping Board (CY06A FSB) be replaced
with the reaccomplished form provided, and she receive Special
Selection Board (SSB) consideration for the CY06A FSB.

APPLICANT CONTENDS THAT:
The RRF was missing her additional duty as a White House Social Aide
(WHSA) working directly for the President and First Lady. The Air
Force has invested a large amount of money to obtain her security
clearances for this additional duty.
In support, the applicant provides a reaccomplished RRF and a
statement from her senior rater, the Assistant Vice Chief of Staff (HQ
USAF/CVA), who requests the contested RRF be replaced with the
reaccomplished form including the WHSA duty information. He adds the
applicant is one of only three officers recently selected as a WHSA
from a candidate pool of 63 and has great talent and potential. The
applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
The applicant, a first lieutenant (1LT), is currently on terminal
leave. During the period in question, she served as a protocol
officer in the HQ USAF/CVA Protocol Office at the Pentagon.
The applicant was considered but not selected for retention by the
CY06A FSB that convened on 10 Apr 06. She currently has a date of
separation (DOS) of 29 Sep 06, which coincides with the no later than
separation date for the FSB.
The reaccomplished RRF provided by the applicant replaces the line in
Section VI, First Evaluator’s Comments, “Chairman for ’05 Wing Dining
Out--deftly arranged for 8 guest speakers and 1400+ guests--SOW/CC
stated ‘Complete success’” with “Selected for highly competitive
additional duty of White House Social Aide--professional skills
enhancing reputation of USAF.”

AIR FORCE EVALUATION:
HQ AFPC/DPPRF recommends denial because the applicant’s original RRF
is an accurate assessment of her overall performance. She was
provided a copy of the RRF approximately 53 days prior to the FSB
convening date. Senior raters were provided the opportunity of
revising the RRF through the “stop file” process at any time prior to
the FSB convening date. The applicant’s package provides no indication
of the date she was selected for the additional duty. If the
selection date was not prior to the 10 Apr 06 FSB convening date, then
the comment would not be permitted in her RRF.

HQ AFPC/DPPPO also recommends denial based on the HQ AFPC/DPPRF
recommendation.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Complete copies of the Air Force evaluations were forwarded to the
applicant on 14 Jul 05 for review and comment within 30 days (Exhibit
D). As of this date, this office has received no response.
Pursuant to the Board’s request in Executive Session on 22 Aug 06, the
AFBCMR Staff called the office number indicated on the applicant’s DD
Form 149 to determine the effective date of her additional duty as a
WHSA. The AF/CVA Protocol Office indicated the applicant “no longer
worked there,” was on terminal leave, and had been selected for the
WHSA position after the CY06A FSB convened. The AFBCMR Staff was
referred to the applicant’s former supervisor, the Chief of Protocol,
a now retired Lt Colonel H--, for verification. On 23 Aug 06,
Lt Colonel H-- telephonically informed the Staff that the applicant
had interviewed for the WHSA position on 24 Apr 06, after the CY06A
FSB convened on 10 Apr 06, and was not notified of her selection until
10 May 06. The AFBCMR Staff forwarded this information to the Board
via email on 23 Aug 06.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice to warrant replacing the
applicant’s RRF with the reaccomplished version and affording her SSB
consideration for the CY06A FSB. HQ AFPC/DPPRF noted the applicant’s
submission did not indicate when she was selected for a WHSA position
and, if the selection occurred after the 10 Apr 06 FSB convening date,
the additional duty comment could not be included on the RRF. The
retired Chief of Protocol, the applicant’s former supervisor, advised
the AFBCMR Staff the applicant interviewed for a WHSA position on
24 Apr 06, after the 10 Apr 06 convening date, and was notified of her
selection on 10 May 06. Therefore, the RRF considered by the CY06A
FSB appears to have been correct, while the reaccomplished version
refers to an achievement that occurred after the board convened. We
therefore conclude the applicant has not been the victim of an error
or injustice and, in the absence of persuasive evidence to the
contrary, find no compelling basis to recommend granting the relief
sought.
4. The applicant's case is adequately documented and it has not
been shown that a personal appearance with or without counsel will
materially add to our understanding of the issue(s) involved.
Therefore, the request for a hearing is not favorably considered.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

Each time the report was corrected the current date was used to re-sign the report rather than the date the report was originally signed.
