APPLICANT REQUESTS THAT:

His records be corrected to  reflect  the  Armed  Force  Expeditionary
Medal (AFEM), Vietnam Service Medal  (VSM)  and  Republic  of  Vietnam
Campaign Medal (RVNCM).

APPLICANT CONTENDS THAT:

The awards were not annotated on his DD Form 214.

In support of the appeal, applicant submits a copy of his DD Form 214,
a statement with attachment  from  a  former  member,  and  an  honors
information sheet.

Applicant's complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

Applicant is a former member of the Regular Air Force  who  served  on
active duty from 11 May 71 to 3 Apr 75.  He was progressively promoted
to the grade of sergeant (E-4), with an effective  date  and  date  of
rank of 1 Apr 73.  The applicant was released  from  active  duty  and
transferred to the Air Force Reserve.  He served 3  years,  10  months
and 23 days on active duty.  He served 1 year and 20 days  of  foreign
and/or SEA service, serving 303 days in Thailand.  On 10  May  77,  he
was relieved from his Reserve assignment and honorably discharged from
the Air Force Reserve.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends disapproval.  The AFEM is awarded to members  of
the United States Armed Forces who, after 1 Jul 58, participated in  a
United  States  military  operation  and  encountered  foreign   armed
opposition, or were in danger  of  hostile  action  by  foreign  Armed
Forces.  Neither Okinawa nor Thailand received  the  AFEM  during  the
time period he served.

The VSM is awarded to all service members  of  the  Armed  Forces  who
between 4 Jul 65 and 28 Mar 73,  served  in  the  following  areas  of
Southeast Asia:  in Vietnam and the contiguous waters and airspace; in
Thailand, Laos or Cambodia or the airspace thereof or  in  the  direct
support of military operations in Vietnam.  He served in Thailand from
Apr 74 to Mar 75; therefore, he is not eligible for the VSM.

The RVNCM is awarded to members who served for  six  months  in  South
Vietnam during the period 1 Mar 61 and 28 Mar 73;  or  served  outside
the geographical limits of South Vietnam and contributed direct combat
support to the RVN Armed Forces for an aggregate of  six  months.   He
served in Thailand; therefore, he is ineligible due  to  the  area  of
operation and inclusive time period.

DPPPR informed the  applicant  that  official  documentation  such  as
temporary duty (TDY) orders, travel voucher, etc, is needed to  verify
his entitlement.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Applicant provided a copy of his Honors Information Sheet  (previously
submitted) and a copy of his FMD Master Record List in support of  his
appeal (Exhibit E).

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the  existence  of  error  or  injustice.   We  took  notice  of   the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and recommendation of the Air Force
and adopt their rationale as the basis for  the  conclusion  that  the
applicant  has  not  been  the  victim  of  an  error  or   injustice.
Therefore, in the absence of evidence to  the  contrary,  we  find  no
basis to recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
