APPLICANT REQUESTS THAT:
His Officer Selection Brief (OSB), duty title section, be changed to
reflect “Chief, Operations Scheduling” and he be considered by a Special
Selection Board (SSB) for the CY05A Lieutenant Colonel Central Selection
Board (CSB).

APPLICANT CONTENDS THAT:
When the CY05A Lieutenant Colonel Central Selection Board convened, his OSB
duty title section, reflected “Chief, Mission Planning Modernization” when
it should have also reflected the duty title of “Chief, Operations
Scheduling.” He had just PCS’d prior to the board and attempted to have
this corrected through his orderly room. He was told that it had been
corrected but found out that the correction had not been accepted by the
system.
In support of his request, applicant provides a statement letter from his
commander. The applicant’s complete submission, with attachment, is at
Exhibit A.

STATEMENT OF FACTS:
Information extracted from the Military Personnel Data System (MilPDS)
indicates the applicant is currently serving on active duty in the grade of
major, with a current date of rank of 1 October 2001 and a current
effective date of 25 March 2002. Effective 28 February 2005, MilPDS
reflects the applicant’s duty title as “Chief, Operations Scheduling.”
The applicant’s OSB contains AF Forms 707A, Field Grade Officer Performance
Reports (OPRs) beginning with the rating period 16 May 2001 and ending on
21 August 2005 with overall ratings of “Meets Standards.” The applicant
has two nonselections to the grade of lieutenant colonel.

AIR FORCE EVALUATION:
AFPC/DPPPO recommends denial. DPPPO states the applicant fails to provide
any evidence or documentation of reasonable diligence to correct his record
prior to board. The errors in his record were discoverable and fixable had
the applicant requested a copy of his OSR. DPPPO advises eligible officers
meeting a board have the option to submit a letter to the board president
addressing any matter of record concerning themselves they believe is
important to their consideration for promotion. DPPPO has verified that
the applicant elected not to exercise this entitlement. Additionally, he
had sufficient time to verify his Officer Selection Record and request his
current duty title be included on his OSB before the board convened on 6
July 2005. The AFPC/DPPPO complete evaluation, with attachments, is at
Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 9 June
2006 for review and response within 30 days. As of this date, this office
has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We have reviewed the available evidence
pertaining to the applicant’s assertions related to the duty title on his
Officer Selection Brief (OSB) for the CY 2005A Lieutenant Colonel Central
Selection Board and we are unpersuaded that SSB consideration is warranted.
His contentions in this regard are duly noted; however, in our opinion,
the Air Force office of primary responsibility has adequately addressed
these contentions and we are in agreement with their assessment of his
case. Accordingly, in the absence of documentation showing what action he
took prior to the board convening which demonstrates “reasonable diligence”
in the maintenance of his records, we do not believe SSB consideration is
appropriate. In light of the above, we find no basis upon which to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the application
was denied without a personal appearance; and that the application will
only be reconsidered upon the submission of newly discovered evidence not
considered with this application.
