APPLICANT REQUESTS THAT:

He  be  awarded  enough  service  participation   points   to   make   his
Retention/Retirement (R/R) year of 2 February 2005 to 1  February  2006  a
satisfactory year of service towards a Reserve retirement.

STATEMENT OF FACTS:

On 11 July 2006, the applicant's original request was considered and denied
by the Board. For an accounting of the facts and circumstances  surrounding
the applicant’s request and the rationale of the earlier  decision  by  the
Board, see the Record of Proceedings at Exhibit D.

On 15 August 2006,  he  requested  reconsideration  based  on  new  evidence
provided by his commander.

Applicant’s complete submission, with attachments, is at Exhibit E.

THE BOARD CONCLUDES THAT:

A majority of the Board is of the opinion sufficient relevant  evidence  has
been presented to demonstrate the existence of  an  error  or  an  injustice
warranting a change to the applicant’s record to show he  earned  27  unpaid
Inactive Duty (IDT) points  towards  a  Reserve  retirement.   In  his  most
recent  submiision  the  applicant  has  provided  documentation  from   his
commander confirming that through no fault of  his  own  he  was  unable  to
participate due to non-support  by  his  fulltime  employer.   Therefore,  a
majority of the Board recommends his records  be  corrected  as  recommended
below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to applicant be corrected to show that  he  was  awarded  an  additional  27
unpaid inactive duty points for Retention/Retirement (R/R) year  2  February
2005 through 1 February 2006, resulting in 50 total points;  and,  that  the
period 2 February 2005 through 1 February 2006 is  a  year  of  satisfactory
Federal service.

By a majority vote, the Board voted to grant the request.  Ms. Puckett
voted to deny the request but does not wish to submit a minority report.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation  of  the  Air  Force
Board for Correction of Military Records and under the authority of  Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the  Department  of  the  Air  Force
relating to  APPLICANT,  be  corrected  to  show  that  he  was  awarded  an
additional 27 unpaid inactive duty  points  for  Retention/Retirement  (R/R)
year 2 February 2005 through 1 February 2006, resulting in 50 total  points;
and, that the period 2 February 2005 through 1 February 2006 is  a  year  of
satisfactory Federal service.
