APPLICANT REQUESTS THAT:
His DD Form 214 reflect his “combat dates” in the Foreign Service
section of Block 12 and in Block 18, and award of the Global War on
Terrorism (GWOT) [Expeditionary Medal or Service Medal] and the Armed
Forces Expeditionary Medal (AFEM) in Block 13 so that he may “receive
Persian Gulf tuition, housing, benefits.”

APPLICANT CONTENDS THAT:
His “exact combat dates” must be annotated on his DD Form 214. [The
applicant does not indicate what these dates are.]
In support of his request, applicant provided a copy of his DD Form
214. His complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:
The applicant entered active duty on 17 Oct 00 as a medical service
journeyman. He was honorably released from active duty in the grade
of airman first class and transferred to the USAF Reserves on 16 Nov
04 after four years and one month of active service for completion of
required active service.
Pursuant to an inquiry by the AFBCMR Staff regarding the applicant’s
records, SAF/MRBR advised via 23 Aug 06 email that, after separation,
the Field Personnel Record is sent to HQ ARPC and would contain only
those documents warranting permanent retention in the new records
series (DD Form 4, Enlistment Physicals, etc.), formerly kept on
microfiche only. Conspicuously absent are any TDY, PCS, or tasking
orders.

AIR FORCE EVALUATION:
HQ ARPC/DPSD1 recommends denial due to lack of documentation. The
applicant was contacted twice by email requesting he provide
documentation. As of 31 Jul 06, DPSD1 had received no response.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the
applicant on 11 Aug 06 for review and comment within 30 days (Exhibit
C). As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion the applicant has not been the victim of an error
or injustice. There is no “combat dates” entry on a DD Form 214;
presumably the applicant is requesting reflection of some foreign
service in Block 12 and participation in GWOT operations in Block 18.
However, despite being invited to provide documentation supporting his
claims, the applicant has failed to respond. Neither his records nor
his submission establishes he had foreign service or met the criteria
for the requested awards. Therefore, in the absence of evidence to the
contrary, we find no compelling basis to recommend granting the relief
sought in this application. Should the applicant provide documentation
pertinent to his request, we would be willing to review his appeal for
possible reconsideration.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
