APPLICANT REQUESTS THAT:

He be awarded the Combat Recognition Ribbon (CRR).

APPLICANT CONTENDS THAT:

He did not receive recognition for combat while serving in Vietnam.

In support of his request, the applicant submits a copy of his DD Form
214, Armed Forces of the United States Report of Transfer or Discharge
and a copy of his Veterans  Affairs  Statement  in  Support  of  Claim
package.

Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on 9 Mar 1967, and was
progressively promoted to the grade of sergeant.  He was released from
active duty on 7 May 1971  for  expiration  term  of  service  and  he
received an honorable discharge.  He served a total of four years, two
months and six days active duty service.

He was awarded the National Defense Service  Medal,  the  Republic  of
Vietnam Campaign Medal, the Vietnam Service Medal, and the  Air  Force
Good Conduct Medal.

On 3 March  2006,  his  records  were  administratively  corrected  to
reflect award of the Air Force Outstanding Unit Award with  Valor  and
one Oak Leaf Cluster (OLC), the Vietnam Service Medal with two  Bronze
Service Stars and the Republic of Vietnam Gallantry Cross  with  Palm.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR states the CRR  was  a  tentative
award of the United States Army.   The  proposed  CRR  was  eventually
renamed and released as  the  Combat  Action  Badge  (CAB).   The  CAB
creation was approved by the U.S. Army on  2  May  2005,  and  can  be
retroactively awarded to soldiers  who  engaged  in  combat  after  18
September 2001.  The applicant served in Vietnam from May 1968 to  May
1969, which makes him ineligible for award of the CRR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 2
June 2006 for review and comment within 30 days.  As of this date,  no
response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice.  After a thorough review  of  the
applicant’s submission and the available evidence of record, the Board
was not persuaded that he should be  awarded  the  Combat  Recognition
Ribbon.  The Board notes to be eligible for the CRR, members must have
engaged in combat after 18 September 2001.  Since the applicant served
in Vietnam from May 1968 to May 1969, he does not  meet  the  criteria
for award of this medal.  Therefore, in the absence of evidence to the
contrary, we find no compelling basis to recommend granting the relief
sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of a material error or injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence no considered with this application.
