APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, dated 13 Feb 72, be corrected to reflect in
Item 30 (Remarks) Indochina and Vietnam, as “Yes” rather than “No;”
and credit for service in Vietnam.
On 15 Sep 06, applicant’s DD Form 214 was administratively
corrected to reflect his entitlement to the Air Medal (AM), 1st Oak
Leaf Cluster (1OLC) and award of the Air Force Commendation Medal
(AFCM), the NCO Professional Military Education Ribbon (NCOPMER),
and the Vietnam Service Medal (VSM), most of which was awarded for
support to the Air Force missions in Southeast Asia (SEA).
On 10 Oct 06, HQ AFPC/DPPRSP, advised the applicant AFM 35-5 (C1),
Separation Documents and General Separation Procedures dated
31 Dec 71, Table 2, Item 29, states: PCS assignment to Indochina,
Vietnam, or Korea on or after 5 Aug 64” you will insert “Indochina
– Yes; Vietnam – Yes; Korea – No.”

APPLICANT CONTENDS THAT:
His records should reflect service in Indochina, U-Tapao Thailand,
and Vietnam. He states that his DD Form 214, dated 13 Feb 72,
reflects his place of entry as Indochina. While stationed in the
states, serving as a boom operator, he went on temporary duty (TDY)
to many bases in SEA and one stop at Da-Nang AB, Vietnam.
In support of his appeal, applicant submitted extracts from his
military personnel records, and a summary of his military service.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 1 Sep 55 in the
grade of airman basic for a period of four years. He was
progressively promoted to the rank of technical sergeant with an
effective date and date of rank of 1 Mar 68. On 1 Sep 75,
applicant was honorably retired from active duty under the
provisions of AFM 35-7. He was credited with 20 years of active
duty service.

AIR FORCE EVALUATION:
HQ AFPC/DPAPP reviewed this application and recommended denial.
Applicant’s Airman Performance Reports do indicate he volunteered
for an extended temporary duty (TDY) in SEA and participated in
35 combat missions in support of the Air Force commitments in that
area; however, it does not indicate he ever landed at any location
in Vietnam. No documents were found to verify applicant’s
eligibility for service credit in Vietnam.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant reiterated his original contentions and further explained
some of the missions which took place while supporting the Air
Force in SEA.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt its rationale
as the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Applicant’s records were
thoroughly reviewed, however, no documents were found to
substantiate his eligibility for credit for service in Vietnam.
Credit for service in Vietnam requires a member to have served (on
ground or landed at least one day) in Vietnam. The personal
sacrifice the applicant contributed to his country is noted and our
decision in no way diminishes the high regard we have for his
service. Should the applicant provide documentation that meets the
specific requirements of the governing directives, we would be
willing to reconsider his petition. In view of the above, we find
no basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
