APPLICANT REQUESTS THAT:

He be considered for promotion to the grade of colonel  by  Special
Selection Board (SSB) for the CY05A Colonel Central Selection Board
(12 Sep 05) (P0605A) with the Bronze Star  Medal  citation  in  his
Officer Selection Record.

APPLICANT CONTENDS THAT:

Visual impact is the strongest and most lasting  first  impression.
When his record was reviewed by the promotion board members for his
primary look at 0-6 (P0605A) the missing citation  made  the  first
look at his records starkly different  and  lacked  the  impact  of
other records with complete hardcopy citations.  The Bronze Star is
a significant award and its absence in his record undoubtedly  made
a detrimental impact on the first impression of  all  who  reviewed
his records.

In support of his appeal, applicant submitted a personal  statement
and a copy of his Board Discrepancy Report, dated 26 Aug 05.

STATEMENT OF FACTS:

The applicant is currently  serving  in  the  grade  of  lieutenant
colonel, with a date of rank of 1 Jul 00,  with  a  Duty  Title  of
Director of Operations.

Applicant was  nonselected  for  promotion  by  the  CY05A  Colonel
Central Selection Board which convened on 12 Sep 05.

The applicant was awarded the Bronze Star Medal (BSM)  in  Jan  05;
however, at the time of the CY05A Selection Board the citation  was
not in his officer selection  record  (OSR),  even  though  it  was
listed on his officer preselection brief (OPB).

Applicant's  OPR  profile  for  the  last  five  reporting  periods
follows:

AIR FORCE EVALUATION:

HQ AFPC/DPPPO reviewed this  application  and  recommended  denial.
The applicant contends in reviewing his record with HQ AFPC/DPFFCA,
about the presence of all of his decorations and was informed  that
they were all in his record.  Unfortunately, he did not contact the
appropriate office to ensure his BSM citation was in his OSR.   The
Military Personnel Flight Memorandum (MPFM) 05-14, dated 14 Apr 05,
sent  to  eligible  officers  meeting  the   P0605A   board,   with
instructions attached to  the  OPB  clearly  instruct  officers  to
request a copy of the OSR from HQ  AFPC/DPPBR1  at  least  60  days
prior to the board, or contact the records technician by  telephone
and go over the contents of their record.  It  is  the  applicant’s
responsibility to ensure the accuracy of his record  prior  to  the
board convening  date,  not  after  he  has  been  nonselected  for
promotion.

They further indicated that the applicant’s BSM citation was not on
file in his OSR when the board convened, however, the board members
knew of its existence as evidenced by the entry in  the  decoration
section of his OSB.  Therefore, they were able to  factor  it  into
the promotion selection process.  In fact, the intent of the  Board
Discrepancy Report, 26 Aug 05, filed in his OSR was to  ensure  the
board members were aware of the BSM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to  the  applicant
on 17 Mar 06 for review and comment within 30  days.   As  of  this
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing
law or regulations.

2.  The application was timely filed.

3.  Insufficient  relevant   evidence   has   been   presented   to
demonstrate the existence of error or injustice.  After a  thorough
review of the evidence of record, we are  not  persuaded  that  the
applicant’s records are in error or that he has been the victim  of
an injustice.  His contentions are  duly  noted;  however,  in  our
opinion, the detailed comments provided by the Air Force adequately
address his contentions.  Therefore, we agree with the opinion  and
recommendation of the Air Force office  of  primary  responsibility
and adopt its rationale as the basis  for  our  decision  that  the
applicant has failed to  sustain  his  burden  of  having  suffered
either an error or injustice.  Hence, in the absence of  persuasive
evidence to the contrary, we find no compelling basis to  recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The applicant be notified  that  the  evidence  presented  did  not
demonstrate the existence of material error or injustice; that  the
application was denied without a personal appearance; and that  the
application will only be reconsidered upon the submission of  newly
discovered relevant evidence not considered with this application.
