APPLICANT REQUESTS THAT:
He be awarded an Air Force medal and campaign ribbon for his temporary
duty (TDY) to Pakistan from 30 August 1973 to 28 September 1973.

APPLICANT CONTENDS THAT:
He served on a mission in Pakistan and should be awarded an Air Force
medal and campaign ribbon for his support of the mission in 1973.
In support of the appeal, applicant submits a copy of his DD Form 214,
a copy of a TDY order to Karachi, Pakistan, and four character
references.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 23 February 1971
for a period of four years. He was promoted to the grade of sergeant
on 1 December 1972. His primary AFSC was fuel specialist.
While assigned to the 314th Combat Support Group, Little Rock AFB, he
served in Karachi, Pakistan, for 30 days.
He was honorably discharged from the Air Force on 9 April 1974. He
served 3 years, 1 month, and 17 days on active duty.

AIR FORCE EVALUATION:
AFPC/DPPPR states that the Directorate of Assignments verified the
applicant’s TDY to Karachi, Pakistan, from 30 August 1973 to 28
September 1973. However, there is no authorized campaign ribbon for
Pakistan during the time the applicant was TDY. Furthermore, they
were unable to find evidence of a recommendation for, or award of any
AF medal during his TDY to Pakistan. Therefore, they recommend denial
of the applicant’s request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant states that he has not been able to locate any source of
support data. He can only state that they were informed that they
would receive some sort of recognition for their mission. He states,
it would be sufficient if his DD Form 214 would be corrected to
reflect his tour to Pakistan in August 1973.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
and adopt it’s rationale as the basis for the conclusion that the
applicant has not been the victim of an error or injustice. We note
there is no authorized campaign ribbon for Pakistan during the time
the applicant was TDY. We further note that DPPPR was unable to find
evidence of a recommendation for, or award of any AF medal during his
TDY to Pakistan. Therefore, in the absence of evidence to the
contrary, we find no basis to recommend granting the relief sought in
this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
