APPLICANT REQUESTS THAT:

She be awarded the Vietnam  Service  Medal  (VSM)  and  Good  Conduct  Medal
(GCM).

Examiner’s Note:  HQ AFPC/DPPPR indicated the applicant’s records  show  she
is entitled to the Army GCM and a DD Form 215 - Correction to  the  DD  Form
214 will be issued to the applicant.  Therefore, the only issue  before  the
Board is the VSM.

APPLICANT CONTENDS THAT:

The requested awards were omitted from her DD Form 214.

STATEMENT OF FACTS:

ARPC Form 168, Computation for AF Form 526, indicates the  applicant  served
in the United States Air Force and Air Force  Reserves  at  different  times
from 1952 to 1985.  However, during 3 May 1956 to 21 January 1975  the  form
reflects the applicant was in a civilian status.

On 23 September 2005, AFPC/DPAPP advised the applicant  that  they  did  not
find any documents that show she was assigned to Vietnam or on  a  temporary
duty (TDY) to Vietnam.  Also, the available medical  records  were  reviewed
and there was nothing in the records  that  indicate  she  was  in  Vietnam.
They requested she provide documents  which  verify  the  location  and  the
length of any permanent change of station (PCS) or TDYs into Vietnam  (i.e.,
TDY


Orders, Travel Vouchers or Flight  Records  which  show  specific  time  and
location of the TDY).

AIR FORCE EVALUATION:

AFPC/DPAPP recommended denial for time served in  Vietnam.   They  indicated
the applicant claims she served in Vietnam during 1966 though 1967  and  was
assigned to the hospital at  Da  Nang  Air  Base,  Vietnam.   There  are  no
documents in the applicant’s records that confirm any  service  in  Vietnam.
The applicant was asked to check her personal files to see if  she  had  any
documents that could be used to show she served in Vietnam.   The  applicant
called their office and indicated  many  of  her  documents  from  the  1966
through 1967 time  frame  had  been  accidentally  destroyed.   She  further
indicated she was going to contact both finance centers to see if  they  had
any documents that showed she served in Vietnam.

The evaluation, with attachment, is at Exhibit C.

AFPC/DPPPR indicated after a review of the  applicant’s  military  personnel
record they have verified her enlistment of  25  February  1952  to  11  May
1953.  Therefore, she is entitled to the Army GCM.  The  applicant  did  not
furnish any additional documentation to support  her  claim  to  service  in
Vietnam.

The Director of Assignments did a thorough review of the applicant’s  record
and finance documents and found no documents that confirmed any  service  in
Vietnam.

On 10 November 2005, the date of the decision  no  additional  documentation
had been presented.  Therefore, they were unable to verify  her  entitlement
to the VSM.  The applicant’s DD Form 214 will be updated  to  reflect  award
of the GCM.  They recommended denial for the VSM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 28 April 2006, copies of the Air Force evaluations were forwarded to  the
counsel and applicant for review and response within  30 days  (Exhibit  E).
As of this date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was not timely filed; however, it is in  the  interest
of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to  demonstrate  the
existence of an error or an  injustice.   The  applicant’s  contentions  are
duly noted; however, after thoroughly reviewing the  applicant’s  submission
and the evidence of  record  there  is  no  indication  in  the  applicant’s
military personnel record that shows she is entitled to award  of  the  VSM.
There are no documents that confirm any service in Vietnam.   HQ  AFPC/DPAPP
advised the applicant to check her personal files to  see  if  she  had  any
documents that could be used to show she  served  in  Vietnam;  as  of  this
date, she has not responded.  The Board notes that AFPC/DPPPR indicated  the
applicant is entitled to the Army GCM and her DD Form 214  will  be  updated
to reflect the  award.   Therefore,  in  the  absence  of  evidence  to  the
contrary, we find no compelling basis to recommend  granting  the  remaining
relief sought.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented  did  not  demonstrate  the
existence of an error or an injustice; the application was denied without  a
personal appearance; and the application will only be reconsidered upon  the
submission of newly discovered relevant evidence not  considered  with  this
application.
