APPLICANT REQUESTS THAT:
He be considered for supplemental promotion consideration to the grade of
senior master sergeant (SMSgt) for promotion cycles 03E8 and 04E8.

APPLICANT CONTENDS THAT:
His citations for the Meritorious Service Medal (MSM) and MSM First Oak
Leaf Cluster (1OLC) were not physically in his Senior Non-Commissioned
Officer (SNCO) Selection Folder when his record met the 03E8 Central
Evaluation Board. In addition to the above mentioned decorations, his
citations for the MSM Second Oak Leaf Cluster (2OLC) and Air Force
Commendation Medal (AFCM) 2OLC were not physically in his SNCO Selection
Folder when his records met the 04E8 Central Evaluation Board.
In support of his request, the applicant submits a personal statement;
request for supplemental promotion consideration, AFPC E-mail
correspondence, deputy commander letter of support, briefing slides; AFCM
citation, and AFCM order. The applicant’s complete submission, with
attachments, is at Exhibit A.

STATEMENT OF FACTS:
The Military Personnel Database indicates the applicant is currently
serving on active duty in the grade of master sergeant (E-7) with a date of
rank of 1 February 2001. He has a Total Active Federal Military Service
Date of 27 May 1987 and a projected date of separation of 3 October 2007.

AIR FORCE EVALUATION:
AFPC/DPPPWB recommends denial of the applicant’s request for supplemental
promotion consideration to SMSgt for cycles 03E8 and 04E8 based on the
rationale provided. DPPP states the SNCO Evaluation Board for the 03E8
promotion cycle convened on 22 January through 7 February 2003 and
promotion selections were completed on 11 March 2003. The applicant’s
board score was 330.00, his total score was 571.91, and the score required
for selection in his Air Force Specialty Code (AFSC) was 651.64. The SNCO
Evaluation Board for the 04E8 promotion cycle convened 26 January through
13 February 2004 and promotion selections were completed on 8 March 2004.
The applicant’s board score was 360.00, his total score was 621.70, and the
score required for selection in his AFSC was 666.99. Although his award
citations were not physically filed in his SNCO Selection folder, the
awards were listed on his Evaluation Briefs.
DPPPWB states in accordance to Air Force Instruction 36-2502, Table 2.5,
supplemental promotion consideration is not authorized if the citation or
order was filed in the selection folder or if the decoration was listed on
the evaluation brief used by the board. It is ultimately the member’s
responsibility to ensure his records are complete and accurate prior to
meeting the board. If an error exists, it must be identified prior to
selects being run for that particular cycle. Selects for cycle 03E8 were
run on 11 March 2003 and on 8 March 2004 for cycle 04E8. In the
applicant’s case, he did not pursue correction of his record until 3
November 2004, well after selections for both cycles were made.
DPPPWB states a review of the applicant’s selection folder reflects his
decorations were updated in the SNCO Evaluation Brief and reviewed by the
evaluation board. The evaluation boards reviewed his record and assigned
the board scores with full knowledge of his decorations.
It is DPPPWB’s opinion that further consideration by an evaluation board is
not appropriate or authorized. The DPPPWB evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force Evaluation was forwarded to the applicant on 2
December 2005, for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. The applicant has requested supplemental
promotion consideration with the inclusion of his citations for the MSM and
MSM/1OLC for the 03E8 Central Evaluation Board and; in addition to those
citations, his MSM/2OLC and AFCM citations be included in his records for
supplemental promotion consideration for the 04E8 Central Evaluation Board.
As noted by the Air Force Office of Primary Responsibility, supplemental
promotion consideration is not authorized if the citation or order was
filed in the selection folder or if the decoration was listed on the
evaluation brief used by the board. We note the applicant’s selection
folder reflects his decorations were updated in the SNCO Evaluation Brief
and reviewed by the evaluation board. Therefore, the evaluation boards had
full knowledge of his decorations when they reviewed his record and
assigned the board scores. Based on this information, the applicant does
not meet the requirements for supplemental promotion consideration. In our
opinion and based on the facts of this case, we believe that the applicant
has received fair and equitable consideration for promotion through the
selection board process. Therefore, in the absence of evidence to the
contrary, we find no basis upon which to recommend approval of the relief
requested.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

However, the decoration was not updated in the system at the time initial selects were run as evidenced by the score notice dated 17 Mar 81. Also, the MSM (1OLC) was not considered by the promotion board. We noted applicant’s contention that the MSM, 1OLC, was not considered by the promotion board; however, since this award did not close out until 30 Jun 82, and was not awarded until 22 Jul 82, it did not meet the eligibility criteria for cycle 82S9.

She believes if the awards were included in her EPR, her board score would have been higher and she subsequently would have been promoted to senior master sergeant during the 04E8 cycle. She believes the advisor inaccurately states she was considered for promotion three times after her EPR became a matter of record.
