APPLICANT REQUESTS THAT:
He be provided supplemental promotion consideration to the grade of
chief master sergeant for promotion cycle 02-E9.

APPLICANT CONTENDS THAT:
His Senior NCO promotion brief did not list the MSM, 1OLC when it met
the 02E9 Central Evaluation Board. He contacted the AFPC Records
Section on 14 Nov 2002, to ask why his promotion score notice did not
list the decoration. He specifically asked if the citation was
present in his records because he had faxed the citation to them on 5
September 2002. He was told the citation was not in his records and
was told to request supplemental promotion consideration. He
requested supplemental promotion consideration but his request was
denied by AFPC who informed him that the citation was in his records.
In support of his request, the applicant submitted three letters of
support, several emails, a copy of his promotion score notice, and a
copy of his supplemental promotion consideration request package.

STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in the
grade of Senior Master Sergeant. Applicant was considered and not
selected for promotion to the grade of Chief Master Sergeant by the
Senior Evaluation Board for the 02E9 promotion cycle, which convened
from 15-25 October 2002. The applicant’s board score was 300.00. His
total score was 619.00 and the score required for selection in his Air
Force Specialty Code (AFSC) was 638.25.

AIR FORCE EVALUATION:
AFPC/DPPWB recommends denial. Although the citation for the MSM
(1OLC) was not listed on the Senior NCO Evaluation Brief, it was filed
in the HQ USAF selection folder on 13 September 2002 and reviewed by
the evaluation board.
The applicant believes that because the citation was not listed on the
brief, the board did not see it. He also states that when he called
the records section on 14 November 2002, he was told that it was not
filed in his selection folder. The applicant’s selection folder was
reviewed, and revealed that the MSM (1OLC) was received and filed on
13 September 2002. DPPPB records section date stamp on the bottom of
the document when the document is physically filed in the folder.
Also noted in the upper right-hand corner are the applicant’s board
number and AFSC.
AFI 36-2502, Table 2.5 states, that supplemental consideration is not
authorized if the citation or order was filed or if the decoration was
listed on the brief used by the board, was developed through
consultation with evaluation board members who determined that either
update of the decoration or actual citation filed in the SNCO
selection folder was sufficient for a thorough evaluation of the
record.
A review of the applicant’s selection folder reflects that the MSM
(1OLC) was filed in the record and reviewed by the evaluation board (a
decoration is not considered missing if the citation or order is filed
in the folder or if the decoration was listed on the brief used by the
board).
The evaluation board, which convened on 15 October 2002, reviewed his
record and assigned the 300.00 board score with full knowledge of the
decoration. Consequently, no further consideration by an evaluation
board is either appropriate or authorized.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
30 May 03, for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice warranting consideration by a
supplemental board. Although the citation for the MSM (1OLC) was not
listed on the Senior NCO Evaluation Brief, it was filed in the HQ USAF
selection folder on 13 September 2002 and reviewed by the evaluation
board. We are not persuaded that the inclusion of the MSM on the
applicant's Senior NCO Evaluation Brief would have significantly
affected his overall board score to subsequently result in selection.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

However, the decoration was not updated in the system at the time initial selects were run as evidenced by the score notice dated 17 Mar 81. Also, the MSM (1OLC) was not considered by the promotion board. We noted applicant’s contention that the MSM, 1OLC, was not considered by the promotion board; however, since this award did not close out until 30 Jun 82, and was not awarded until 22 Jul 82, it did not meet the eligibility criteria for cycle 82S9.

These decorations were reflected on the Senior NCO- Evaluation Brief and the Evaluation Board reviewed the applicant's records and assigned the 390.00 board score with full knowledge of the decorations.
