APPLICANT REQUESTS THAT:

Block 30 of his separation document (DD 214) be corrected to read 41 weeks
instead of 14 weeks of training.

APPLICANT CONTENDS THAT:

The applicant offers no contentions.

In support of the application, the applicant submits a copy of his  driver’s
license, a copy of his social security card, a copy of his  American  Legion
membership card, and a copy of is DD 214.

The applicant's complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant’s military personnel records were destroyed by fire  in  1973.
Therefore, the facts surrounding his Air Force military  service  cannot  be
verified.  The following  is  the  only  known  information  concerning  the
applicant’s service and was extracted from his separation document.

On 28 February 1954, the applicant was honorably discharged in the grade  of
staff sergeant (T) by reason of expiration  of  term  of  service.   He  had
served 4 years on active duty and was awarded the National  Defense  Service
Medal and the Good Conduct Medal.

AIR FORCE EVALUATION:

HQ AFPC/DPPAT recommends denial.  DPPAT requested  additional  documentation
or evidence to  show  completion  of  the  41-week  radar  mechanic  course;
however, the applicant did not respond to the  request.   DPPAT  states  the
applicant has not provided proof of course completion.   DPPAT’s  evaluation
is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force  Evaluation  was  forwarded  to  the  applicant  for
review and comment on 9 December 2005.  As of this  date,  this  office  has
received no response (Exhibit D).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was not timely filed; however, it is in the interest  of
justice to excuse the failure to timely file.

3.  Sufficient relevant evidence  has  been  presented  to  demonstrate  the
existence  of  error  or  injustice.   After   reviewing   the   applicant’s
submission, we believe that an error occurred when his  separation  document
was prepared.  The discharge order indicated  the  applicant  completed  the
Radar Mechanics course in 14 weeks; however, it has been confirmed that  the
duration for this course is approximately one year.  Since no  documentation
or justification exists  regarding  how  the  14-week  period  of  time  was
established, we are inclined to resolve any doubt in this  matter  in  favor
of the applicant.  We recommend that the records be corrected  as  indicated
below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT  be  corrected  by  amending  the  Certificate  of  Release  or
Discharge from Active Duty, block 30, from 14 weeks to 41 weeks.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of
Section 1552, Title 10, United States Code (70A Stat 116), it is directed
that:

      The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected by amending the Certificate of Release
or Discharge from Active Duty, under block 30, and change 14 weeks to
read 41 weeks.
