APPLICANT REQUESTS THAT:

His DD Form 214, Certificate of Release or Discharge from Active Duty,
Block 13, be changed to reflect award of three  overseas  ribbons  for
tours he completed in Greenland, Germany and England  and  a  campaign
Medal for Operation Desert Storm (ODS); Block 14 be changed to reflect
successful completion of the following courses:  Security  Specialist,
Law Enforcement, M-60 Machine Gun  Course,  Mark  19  Gunners  course,
Total Quality Management (TQM),  and  Non-Commissioned  Officer  (NCO)
school.

APPLICANT CONTENDS THAT:

He spent two weeks in the Middle East, in theater, in support  of  ODS
and qualifies for award of a campaign  medal.  The  exclusion  of  any
awards and decorations as well as the schools he completed from his DD
Form 214 was an error made during his discharge that has affected  his
qualification to receive Veteran’s Administration (VA) benefits.

In support of his appeal, the applicant has provided a copy of his  DD
Form 214.

STATEMENT OF FACTS:

Applicant joined the Regular Air Force on 21 November 1989.  He served
in three overseas tours: Germany from 1989 to 1991, England from  1991
to 1993, and Greenland from 1993 to 1994.  On 13  June  1994,  he  was
honorably discharged after having served for 4 years, 6 months, and 13
days on active duty.

AIR FORCE EVALUATIONS:

AFPC/DPPPR reviewed this application  and  recommends  denial  of  his
request for a campaign medal in support of ODS.  DPPPR was  unable  to
verify he served in a combat zone or hostile fire pay area  from  1990
to 1994.  Further, in accordance  with  Department  Of  Defense  (DOD)
manual 1348.33-M, service members must serve 30 consecutive or 60 non-
consecutive days, in an Area  Of  Responsibility  (AOR)  in  order  to
qualify for award of campaign medals.  As he admitted to serving  only
two weeks in theater, he is ineligible for award of a campaign medal.

Regarding his request for overseas ribbons,  DPPPR  has  verified  his
eligibility for award of the Air Force  Overseas  Ribbon-  Short  Tour
with 1 Oak Leaf Cluster for his tours in Germany and Greenland.  DPPPR
has also verified his eligibility for award of the Air Force  Overseas
Ribbon-Long Tour for his assignment in England.  His DD Form  214  has
been corrected to reflect the award of these ribbons and devices.

AFPC/DPPAT reviewed the  applicant’s  request  for  inclusion  of  the
training courses and  recommends  denial.   On  23  July  2007,  DPPAT
requested additional documentation or evidence to show  completion  of
the courses.  The applicant did not respond.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Copies of the Air Force evaluations were forwarded to the applicant on
21 September 2007 for review and comment within 30 days.  As  of  this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was not  timely  filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the existence of error or injustice.  After a thorough review  of  the
evidence of record and applicant's submission, we  are  not  persuaded
that his uncorroborated assertions of meeting the criteria  for  award
of a campaign medal  and  his  completion  of  six  military  training
courses, in and by themselves, are sufficiently persuasive to override
the rationale provided by the Air Force.  Therefore, we agree with the
opinions and recommendations of  the  Air  Force  offices  of  primary
responsibility and adopt their rationale as the basis for our decision
that the applicant has failed to sustain his burden of proof of having
suffered either an error or injustice.  We note that on  11  September
2007 the applicant was provided an opportunity to  provide  additional
documentation supporting his contentions  yet  he  has  not  done  so.
Therefore, in the absence of persuasive evidence to the  contrary,  we
find no compelling basis to recommend granting relief other than  that
which has been administratively accomplished.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
