APPLICANT REQUESTS THAT:

He be awarded the Air Force Recognition Ribbon (AFRR) and that it  be  added
to his DD Form 214, Certificate of Release or Discharge from Active Duty.

APPLICANT CONTENDS THAT:

At the time of his retirement from the Air Force, he was  not  eligible  for
award of the AFRR; however,  per  the  Air  Force  Personnel  Center  (AFPC)
Awards and  Decorations  Division,  members  in  the  included  message  can
receive award of the AFRR if they  won  one  of  the  categories  since  the
ribbon’s inception.  He indicates  he  falls  within  item  six  of  the  DP
category,  Mission  Support  Awards.   He  further  indicates  he  won   the
Education and Training Manager (ETM) of the year, Category III:  Unit  Level
ETM.

STATEMENT OF FACTS:

On 2 August 1982, the applicant  enlisted  in  the  Regular  Air  Force  and
continued to reenlist contracting his last  enlistment  on  31 October  2000
for a period of five years.

On 31 October 2002, the applicant retired in the grade  of  master  sergeant
under the provisions of AFI 36-3203, Sufficient Service for Retirement.   He
served 20 years, 2 months, and 29 days of total active duty service.


The applicant’s DD Form  214,  Certificate  of  Release  or  Discharge  from
Active Duty, indicates the applicant  received  the  following  decorations,
medals, and ribbons:  Air Force Achievement Medal,  Air  Force  Commendation
Medal with Four Oak Leaf Clusters, Small  Arms  Expert  Marksmanship  Ribbon
with One Oak Leaf Cluster, National Defense Service Medal  with  One  Bronze
Service Star, Overseas Short Tour Ribbon, Air  Force  Training  Ribbon,  Air
Force Longevity Service Award with Four Oak Leaf Clusters,  Non-Commissioned
Officer (NCO) Professional Military  Education  Ribbon  with  Two  Oak  Leaf
Clusters, Air Force Outstanding Unit Award with  Seven  Oak  Leaf  Clusters,
and the Air Force Good Conduct Medal with Four Oak Leaf Clusters.

DD Form 215 Correction to the DD Form 214, dated 8 July  2004  and  21  July
2005, indicates the following awards were added to the applicant’s  military
records:  the Air Force Commendation Medal with Five Oak Leaf Clusters,  Air
Force Good Conduct Medal with Five Oak Leaf Clusters, and the Global War  on
Terrorism Service Medal.

AIR FORCE EVALUATION:

AFPC/DPF recommended denial indicating that the results of the 2000  Mission
Support Awards Board that convened at AFPC on 16 through  19  January  2001,
reflect the applicant was not an Air Force-Level winner  in  the  respective
categories of the Air Force Education and Training Manager  Awards  Category
III (Unit Level ETM).  The applicant’s EPR only reflects  his  selection  as
the base-level winner of this award.  The applicant did not prove he  was  a
recipient of the 2000 AF Education and Training Manager Awards Category  III
(Unit Level ETM)

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 7 October 2005, a copy of the Air Force evaluation was forwarded  to  the
applicant for review and response within 30  days.   As  of  this  date,  no
response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was timely filed.

3.    Insufficient relevant evidence has been presented to  demonstrate  the
existence of an error or injustice awarding the  applicant  the  AFRR.   The
applicant’s  contentions  are  duly  noted;  however,  after  reviewing  the
evidence of record we agree with the opinion and recommendation of  the  Air
Force and adopt its rationale as the  basis  for  our  conclusion  that  the
applicant has not been the victim of an error or injustice.   The  applicant
asserts that he is entitled to award of the AFRR because he won the  ETM  of
the year, Category III, Unit Level ETM.  We note  however,  the  results  of
the 2000 Mission Support Awards board that convened at AFPC from 16  through
19 January 2001, reflect the applicant was not  an  Air  Force-Level  winner
for award of the ETM of the Year.  Further, it  is  noted,  the  applicant’s
Enlisted Performance Report (EPR) closing 19 December 2000 indicates he  was
selected  for  the  ETM  at  the   base-level.    While   we   applaud   his
accomplishment at this level, there are  no  documents  in  the  applicant’s
military personnel  record  which  reflect  he  is  entitled  to  the  AFRR.
Therefore,  in  the  absence  of  evidence  to  the  contrary,  we  find  no
compelling basis to recommend granting the relief sought.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented  did  not  demonstrate  the
existence of an error or an injustice; the application was denied without  a
personal appearance; and the application will only be reconsidered upon  the
submission of newly discovered relevant evidence not  considered  with  this
application.
