RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2005-01148
INDEX CODE: 107.00
xxxxxxxxxxxxxxx COUNSEL:
xxxxxxxxxxxxxxx HEARING DESIRED: NO
MANDATORY CASE COMPLETION DATE: 11 JUN 2006
_________________________________________________________________
APPLICANT REQUESTS THAT:
His record be corrected to show he served in Vietnam.
_________________________________________________________________
APPLICANT CONTENDS THAT:
His TDY orders were to Thailand then he proceeded to Vietnam, which is
not shown on his DD Form 214.
In support of his request, the applicant submits DD Form 787, United
States of America Department of Defense, Immunization Certificate, a
copy of a photo showing his wife and two others packing gifts to be
sent to Vietnam, and a chronological listing of his service.
Applicant’s complete submission, with attachments, is at Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force as an airman basic on
14 September 1964, for a period of four years.
His record reflects that he performed temporary duty to Thailand on 13
January 1967.
On 13 September 1968, he was released from active duty with an
Honorable Discharge in the grade of sergeant after completion of term
of service. He had four years of total active service.
His DD Form 214 reflects award of the National Defense Service Medal
and the Air Force Commendation Medal.
_________________________________________________________________
AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial. DPAPP states there are no documents in
the applicants master personnel records that confirm any TDY into
Vietnam. He was asked to check his personal files to see if he had
anything that would support his claim. He replied and stated he has
no additional information.
The AFPC/DPAPP evaluation is at Exhibit C.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant states this has become a principal issue now and he
feels this shows disrespect to his service in the US Air Force.
Although he does not have the original orders, he did receive the
Illinois Vietnam bonus check on his return and sent orders as proof to
them. He would really appreciate a correction to his DD Form 214 when
the orders are found.
Applicant’s complete response is at Exhibit E.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
available evidence and the applicant’s complete submission, the Board
is not persuaded that his records should be corrected to show he
served in Vietnam. Should he secure supporting documentation or a
notarized statement from a member who witnessed his presence in
Vietnam, we would be willing to reconsider his application.
Therefore, without persuasive evidence that he served in Vietnam we
find no compelling basis to warrant favorable consideration of his
application.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

The applicants DD Form 214 does not reflect service in Vietnam or Thailand. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice. The Board notes the Air Force office of primary responsibility confirms the applicant was TDY to...
